                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR ARTS EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the arts comprise an
 
 2 important component of a student's educational experience at all
 
 3 grade levels.  Through arts education, students learn not only a
 
 4 variety of skills, but also an appreciation for others' work in a
 
 5 broad spectrum of art, theater, music, and dance.
 
 6      A quality arts education program depends on strong
 
 7 private/public sector partnerships between educational
 
 8 institutions, arts agencies, and the artists themselves.  It also
 
 9 relies on the availability of training and professional
 
10 development opportunities for arts educators.
 
11      The purpose of this Act is to appropriate funds for
 
12 additional arts education positions in each public school
 
13 district, opportunities for professional development in arts
 
14 education, and funds for arts supplies.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $          , or so
 
17 much thereof as may be necessary for fiscal year 1999-2000, to
 
18 fund:
 
19      (1)  One visual artist educator position, one dance educator

 1           position, one music educator position, and one theatre
 
 2           educator position in each school district;
 
 3      (2)  Professional development opportunities for teachers in
 
 4           arts education in each school district; and
 
 5      (3)  Arts supplies to ensure a quality arts education
 
 6           program in each district.
 
 7      SECTION 3.  The sum appropriated shall be expended by the
 
 8 department of education for the purposes of this Act.
 
 9      SECTION 4.  This Act shall take effect on July 1, 1999.
