DESCRIPTION:
Appropriates funds to establish 7.00 FTE teacher positions in the
central departmental school district for the comprehensive school
alienation program.  Requires these funds to be appropriated and
allotted to the DOE through the school community service program

                   A  BILL  FOR  AN  ACT

RELATING TO THE COMPREHENSIVE SCHOOL ALIENATION PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  All funds appropriated by this Act for the
 
 2 comprehensive school alienation program in the central
 
 3 departmental school district shall be appropriated and allotted
 
 4 to the department of education through the school community
 
 5 service program (EDN 500) and shall be expended by Wahiawa
 
 6 community school for adults during fiscal year 1999-2000 and
 
 7 fiscal year 2000-2001.
 
 8      Not less than twenty days prior to the convening of the
 
 9 regular sessions of 2000 and 2001, the principals of Wahiawa
 
10 community school for adults and all central district schools
 
11 receiving teacher positions through this Act for the
 
12 comprehensive school alienation program shall submit reports to
 
13 the legislature on the positive and negative impacts of
 
14 appropriating and allotting comprehensive school alienation
 
15 program funds to the department of education through the school
 
16 community service program and requiring these funds to be
 
17 expended by Wahiawa community school for adults.
 
18      SECTION 2.  There is appropriated out of the general
 
19 revenues of the State of Hawaii the sum of $        , or so much

 1 thereof as may be necessary for fiscal year 1999-2000, and the
 
 2 sum of $        , or so much thereof as may be necessary for
 
 3 fiscal year 2000-2001, to establish an additional seven
 
 4 temporary, full-time equivalent (7.00 FTE), teacher positions in
 
 5 the central departmental school district of the department of
 
 6 education for the comprehensive school alienation program.
 
 7      SECTION 3.  There is appropriated out of the general
 
 8 revenues of the State of Hawaii the sum of $200,000, or so much
 
 9 thereof as may be necessary for fiscal year 1999-2000, and the
 
10 sum of $200,000, or so much thereof as may be necessary for
 
11 fiscal year 2000-2001, to provide educational supplies for
 
12 Wahiawa community school for adults in connection with the seven
 
13 teacher positions authorized by section 2 for the comprehensive
 
14 school alienation program.
 
15      SECTION 4.  The sums appropriated shall be expended by the
 
16 department of education for the purposes of this Act.
 
17      SECTION 5.  In the event of a conflict between this Act and
 
18 any other law, this Act shall control.  All acts passed by the
 
19 legislature during this regular session of 1999, including the
 
20 General Appropriations Act, whether enacted before or after the
 
21 effective date of this Act, shall be amended to conform to this
 
22 Act unless such acts specifically provide that this Act is being
 
23 amended.

 1      SECTION 6.  This Act shall take effect on July 1, 1999, and
 
 2 shall be repealed on June 30, 2001.
