                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE DEPARTMENT OF EDUCATION TO FUND
   AN ATTENTION DEFICIT DISORDER PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $          , or so
 
 3 much thereof as may be necessary for fiscal year 1999-2000, and
 
 4 the sum of $          , or so much thereof as may be necessary
 
 5 for fiscal year 2000-2001, for the department of education to
 
 6 fund an attention deficit disorder program.  The program shall:
 
 7      (1)  Require all teachers in the classroom and all essential
 
 8           staff to receive training so that they will be able to
 
 9           recognize and deal with attention deficit disorder;
 
10      (2)  Purchase relevant and necessary materials, including
 
11           educational video tapes and books to begin immediate
 
12           training;
 
13      (3)  Allow the department to involve experts in attention
 
14           deficit disorder to lead seminars in which school staff
 
15           and other interested persons may participate;
 
16      (4)  Promote awareness of attention deficit disorder in the
 
17           community and especially targeting parents and school
 
18           administrations; and

 1      (5)  Investigate and report to the legislature at least
 
 2           twenty days prior to the convening of the regular
 
 3           session of 2000 regarding the extent and depth of the
 
 4           department's efforts to deal with attention deficit
 
 5           disorder, including the amounts funded and allocated to
 
 6           any existing programs dealing with attention deficit
 
 7           disorder in the past two fiscal years, plans to address
 
 8           the disorder in the future, including programs and
 
 9           funding, and descriptions of existing and planned
 
10           programs to address attention deficit disorder.
 
11      SECTION 2.  The sum appropriated shall be expended by the
 
12 department of education for the purposes of this Act.
 
13      SECTION 3.  This Act shall take effect on July 1, 1999.
