                   A  BILL  FOR  AN  ACT
RELATING TO ELECTIONS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 11-2.5, Hawaii Revised Statutes, is
 
 2 amended as follows:
 
 3      1.  By amending subsection (a) to read:
 
 4      "(a)  [There] Notwithstanding any law to the contrary
 
 5 relating to state boards, commissions, or panels, there is
 
 6 established an elections appointment panel, consisting of five
 
 7 members who shall be assembled every four years beginning July 1,
 
 8 1995, whose sole purpose is to select and appoint the chief
 
 9 election officer."
 
10      2.  By amending subsection (c) to read:
 
11      "(c)  The term of each member shall be four years[.];
 
12 provided that the first term for three members shall be six
 
13 years.  The governor shall select those three members who will
 
14 serve for six years.  No person shall be appointed consecutively
 
15 to more than two terms as a member of the panel.  Vacancies shall
 
16 be filled for the remainder of any unexpired term in the same
 
17 manner as the original appointment.
 
18      SECTION 2.  Act 27, Special Session Laws of Hawaii 1995, as
 
19 amended by Act 13, Session Laws of Hawaii 1996, is amended by

 1 amending section 15 to read as follows:
 
 2      "SECTION 15.  This Act shall take effect on July 1, 1995;
 
 3 provided that on June 30, 1999, this Act shall be repealed and
 
 4 sections 11-1, 11-2, 11-5, 11-191, 11-194, 11-195, 11-216, 12-8,
 
 5 and 26-1, Hawaii Revised Statutes, shall be reenacted in the form
 
 6 in which they read on the day before the effective date of this
 
 7 Act.
 
 8      The amendments made by this S.B. No.    , Session Laws of
 
 9 Hawaii 1999, shall not be repealed when the provisions in
 
10 paragraph (1) are reenacted."
 
11      SECTION 3.  There is appropriated out of the general
 
12 revenues of the State of Hawaii the sum of $5,000, or so much
 
13 thereof as may be necessary for fiscal year 1999-2000, to carry
 
14 out the purposes of this Act.
 
15      SECTION 4.  The sum appropriated shall be expended by the
 
16 office of the lieutenant governor for the purposes of this Act.
 
17      SECTION 5.  Statutory material to be repealed is bracketed.
 
18 New statutory material is underscored.
 
19      SECTION 6.  This Act shall take effect upon its approval.
