                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE HAWAIIAN STUDIES PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaiian studies program in the state public
 
 2 school system is the result of the 1978 constitutional mandate
 
 3 requiring the State to promote the study of the Hawaiian culture,
 
 4 history, and language by providing a Hawaiian education program
 
 5 and using community experience as a suitable and essential means
 
 6 in furtherance of this program.  The program had resource
 
 7 teachers at one time, but those positions were terminated and the
 
 8 implementation left to the individual schools, who use Hawaiian
 
 9 kupuna (elders) and makua (parents) to run the program.  This has
 
10 led to uneven implementation of the program.
 
11      The purpose of this Act is to create thirty-eight SR14
 
12 classified personnel positions Hawaiian studies program
 
13 assistants to help coordinate the kupuna and makua at one hundred
 
14 ninety public grade schools, directly assisting the school,
 
15 teachers, and students in grades K-6 to implement a quality
 
16 Hawaiian studies program at a significantly lower cost.  The
 
17 Hawaiian studies program assistants will:
 
18      (1)  Coordinate recruitment, orientation, and training for
 
19           new kupuna and makua hired by the school;

 1      (2)  Coordinate bi-monthly in-service training for all
 
 2           kupuna and makua;
 
 3      (3)  Plan, facilitate, and conduct workshops for continuous
 
 4           cultural, historical, and language enrichment, and
 
 5           skill development of the kupuna and makua;
 
 6      (4)  Conduct periodic assessment of the Hawaiian studies
 
 7           program;
 
 8      (5)  Prepare and maintain relevant records and produce
 
 9           written reports; and
 
10      (6)  Plan, research, and participate in seminars and
 
11           workshops to further enhance knowledge and information
 
12           for the Hawaiian studies program.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $955,000, or so much
 
15 thereof as may be necessary for fiscal year 1999-2000, as
 
16 follows:
 
17      $944,376  For the purpose of hiring thirty-eight full-time
 
18                equivalent temporary Hawaiian studies program
 
19                assistant I positions; and
 
20      $ 10,624  For the purposes of travel for meetings three
 
21                times during the school year.
 
22      SECTION 3.  The sum appropriated shall be expended by the
 
23 department of education for the purposes of this Act.
