Y2K Food Price Controls


DESCRIPTION:
Allows governor to impose price freeze on food products, water,
and gasoline sold in Hawaii from 12/1/99 to 1/31/2000 if governor
determines disruptions due to Y2K compliance problems an
emergency under the procurement and control of distribution of

                   A  BILL  FOR  AN  ACT

RELATING TO PRICE CONTROLS ON FOOD PRODUCTS, WATER, AND GASOLINE
   FOR EMERGENCY DUE TO YEAR 2000 COMPLIANCE PROBLEMS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 125, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to be appropriately designated and to
 
 3 read as follows:
 
 4      "§125-     Year 2000 emergency; price restrictions on food
 
 5 products, water, and gasoline; when.  (a)  The governor or the
 
 6 governor's authorized representative may make a determination
 
 7 regarding whether any current or potential disruptions to the
 
 8 procurement, supply, or distribution of food products, water, or
 
 9 gasoline, as a result of the year 2000 compliance problem,
 
10 qualifies as an emergency under this chapter.
 
11      (b)  If the governor makes the determination under
 
12 subsection (a), the governor or the governor's authorized
 
13 representative may impose price restrictions in the form of a
 
14 price freeze on all food products, water, and gasoline sold in
 
15 the State from December 1, 1999, through January 31, 2000, at the
 
16 levels they existed on November 30, 1999.  For the purposes of
 
17 this section, "year 2000 compliance" means, with respect to any
 
18 computer system, that the system can accurately process date and
 
19 time data (including, but not limited to, calculating, comparing,

 1 projecting, and sequencing) from, into, and between the twentieth
 
 2 and twenty-first centuries and the years 1999 and 2000, and leap
 
 3 year calculations."
 
 4      SECTION 2.  New statutory material is underscored.
 
 5      SECTION 3.  This Act shall take effect upon its approval and
 
 6 shall be repealed on February 1, 2000.
