Local District School Boards


DESCRIPTION:
Establishes a local district school board in each departmental
school district to respond to recommendations, resolutions, and
suggestions from the BOE and the superintendent, and to work with
the district superintendent of the school district represented by

                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 302A, Hawaii Revised Statutes, is
 
 2 amended by adding a new section to be appropriately designated
 
 3 and to read as follows:
 
 4      "§302A-     Local district school boards.  (a)  There shall
 
 5 be a local district school board in each departmental school
 
 6 district, which shall be attached to the department for
 
 7 administrative purposes.  Each local district school board shall
 
 8 consist of seven members appointed by the superintendent.  Local
 
 9 district school boards shall be under the supervision of the
 
10 district superintendent of their respective departmental school
 
11 district.
 
12      (b)  Local district school boards shall represent the board
 
13 of education at the level of the departmental school district,
 
14 for the purpose of:
 
15      (1)  Increasing community participation in educational
 
16           issues and activities;
 
17      (2)  Assisting the district superintendent in:
 
18           (A)  Carrying out the policies of the board of
 
19                education and the directives of the

 1                superintendent; and
 
 2           (B)  Facilitating activities related to the planning,
 
 3                evaluation, and implementation of school
 
 4                improvement plans; and
 
 5      (3)  Collecting information on the state and progress of
 
 6           public schools in the departmental school district and
 
 7           reporting on the same to the superintendent and
 
 8           district superintendent.
 
 9      (c)  The membership of each local district school board
 
10 shall consist of:
 
11      (1)  Three parents of public school students, one of whom
 
12           shall be the parent of a student in grades nine to
 
13           twelve, one of whom shall be the parent of a student in
 
14           grades six to eight, and one of whom shall be the
 
15           parent of a student in grades kindergarten to five;
 
16      (2)  One business person;
 
17      (3)  One person currently or previously on the faculty of a
 
18           post-secondary institution of higher education; and
 
19      (4)  Two other individuals selected by the superintendent;
 
20 provided that the members of a local district school board shall
 
21 not be required to reside in the departmental school district
 
22 represented by the local district school board.
 
23      (d)  Local district school board members shall serve for

 1 terms of two years and shall attend meetings of the local
 
 2 district school board regularly.
 
 3      (e)  Local district school boards shall:
 
 4      (1)  Provide advice to the district superintendent of the
 
 5           departmental school district represented by the local
 
 6           district school board on matters concerning education;
 
 7      (2)  Respond to recommendations, resolutions, and
 
 8           suggestions from the board of education and the
 
 9           superintendent, and work with the district
 
10           superintendent of the departmental school district
 
11           represented by the local district school board to
 
12           implement the same;
 
13      (3)  Lobby for or against issues, policies, and other
 
14           matters concerning education by, among other things,
 
15           preparing letters to the department, the governor, and
 
16           the board of education showing support for, or
 
17           opposition to, particular educational issues that
 
18           affect their community, in response to comments and
 
19           concerns from residents of the departmental school
 
20           district represented by the local district school
 
21           board;
 
22      (4)  Set up a two-way communication system between the board
 
23           of education and the community for:

 1           (A)  Promoting community awareness of ongoing
 
 2                developments in their public schools and public
 
 3                schools throughout the State; and
 
 4           (B)  Providing the community with a forum for conveying
 
 5                its concerns, complaints, and commendations to the
 
 6                board of education on educational issues and the
 
 7                state and progress of its public schools;
 
 8      (5)  Submit reports to the board of education and the
 
 9           district superintendent of the departmental school
 
10           district represented by the local district school board
 
11           upon request, but not less than once every six months;
 
12      (6)  Develop a system for assessing and evaluating the state
 
13           and progress of public schools in the departmental
 
14           school district represented by the local district
 
15           school board, including a school renewal system for
 
16           developing consistent school improvement plans and
 
17           making revisions to the same each school year; and
 
18      (7)  Determine their own meeting schedule."
 
19      SECTION 2.  There is appropriated out of the general
 
20 revenues of the State of Hawaii the sum of $        , or so much
 
21 thereof as may be necessary for fiscal year 1999-2000, and the
 
22 sum of $        , or so much thereof as may be necessary for
 
23 fiscal year 2000-2001, to carry out the purposes of this Act.

 1 The sums appropriated shall be expended by the department of
 
 2 education.
 
 3      SECTION 3.  New statutory material is underscored.
 
 4      SECTION 4.  This Act shall take effect on July 1, 1999.
