REQUESTING A STUDY TO DETERMINE THE MOST EFFICIENT WAY TO EDUCATE
THE PEOPLE OF HAWAII ABOUT ORGAN DONATION AND HOW TO DISPEL
THE MISCONCEPTIONS THAT PREVENT ORGAN DONATION.

WHEREAS, state law provides numerous options for the
expression of a desire to donate one's organs; and

WHEREAS, in 1999, the Organ Donor Center of Hawaii
indicated a sixty percent increase in the number of donors and
an eighty percent increase in the number of transplants
  performed in the state; and

WHEREAS, federal law is such that organs donated in Hawaii
will most likely stay within the state, benefiting the citizens
  of Hawaii; and

WHEREAS, there remains a problem in satisfying the demand
for organ donation, as over 220 people are currently on the
waiting list for organ transplants; and

WHEREAS, remaining obstacles to increased organ donation
stem from numerous misconceptions; now, therefore,

BE IT RESOLVED by the House of Representatives of the
Twentieth Legislature of the State of Hawaii, Regular Session
of 2000, that the Legislative Reference Bureau (LRB) is
requested to conduct a study, in conjunction with the Organ
Donor Center of Hawaii, to determine the most efficient way to
educate the people of Hawaii about organ donation and how to
dispel the misconceptions that prevent organ donation; and

BE IT FURTHER RESOLVED that LRB is requested to submit its
findings and recommendations to the Legislature no later than
twenty days prior to the convening of the Regular Session of
