                     HOUSE  RESOLUTION

CONGRATULATING DEREK MINAKAMI AND MARYANN JOSEPH FOR ATTAINING
   NATIONAL BOARD CERTIFICATION FOR PROFESSIONAL TEACHING AND
   FOR ELEVATING HIGH QUALITY STANDARDS OF TEACHING THROUGHOUT
   THE STATE.



 1       WHEREAS, the people of Hawaii take great pride in
 2   recognizing and honoring the notable achievements and
 3   contributions of educators who, through their extraordinary
 4   dedication and personal efforts, have significantly improve the
 5   quality of education for students in the State; and
 6   
 7       WHEREAS, the National Board for Professional Teaching
 8   Standards was founded in 1987 as an independent, nonprofit,
 9   nonpartisan organization governed by a sixty-three member board
10   of directors, the majority of whom are classroom teachers; and
11   
12       WHEREAS, the National Board for Professional Teaching
13   Standards are nationally recognized for improving student
14   learning in American schools by developing a new system of
15   advanced, voluntary certification for elementary, middle, and
16   secondary school teachers that establish rigorous standards for
17   what accomplished teachers should know and shall be able to do;
18   certifying teachers who meet those standards through an intense
19   assessment process; and addressing education policy and reform
20   issues including teacher education and professional
21   development, teacher recruitment, and school environment
22   enhancement; and
23   
24       WHEREAS, DEREK MINAKAMI and MARYANN JOSEPH became Hawaii's
25   first two National Board Certified Teachers among 2,965
26   teachers who achieved their profession's highest standards
27   during the 1998-1999 school year; and
28   
29       WHEREAS, DEREK MINAKAMI and MARYANN JOSEPH underwent and
30   passed a vigorous series of exams, constructed a voluminous
31   portfolio that represented an analysis of their classroom work,
32   and participated in exercises designed to help tap into the
33   knowledge, skills, disposition and professional judgment that
34   distinguishes their profession; and

 1       WHEREAS, DEREK MINAKAMI, a distinguished science teacher at
 2   Kailua High School, became nationally certified in the area of
 3   Adolescence and Young Adulthood/Science; and 
 4   
 5       WHEREAS, MARYANN JOSEPH, a distinguished part-time teacher
 6   and educational consultant at Holy Family Catholic Academy,
 7   became nationally certified in the area of Middle
 8   Childhood/Generalist; now, therefore,
 9   
10       BE IT RESOLVED by the House of Representatives of the
11   Twentieth Legislature of the State of Hawaii, Regular Session
12   of 2000, that this body hereby honors and commends DEREK
13   MINAKAMI and MARYANN JOSEPH as Hawaii's first National Board
14   Certified Teachers, and extends to them its warmest
15   appreciation and aloha for elevating the standards of teaching
16   throughout the State.
