                     HOUSE RESOLUTION

REQUESTING AN ASSESSMENT OF THE GOALS AND OBJECTIVES OF THE A-
   PLUS PROGRAM AND INCLUDING RECOMMENDATIONS FOR ITS
   IMPROVEMENT IN CONJUNCTION WITH THE COMPREHENSIVE STUDENT
   SUPPORT SYSTEM.



 1       WHEREAS, after-school care is extremely important today, as
 2   both parents work in most families, and children need
 3   supervision beyond that provided during school; and 
 4   
 5       WHEREAS, after-school care provides children with a safe,
 6   structured environment in which to do their homework,
 7   socialize, or engage in other activities when they would
 8   otherwise be left alone for the afternoon while their parents
 9   are still at work; and
10   
11       WHEREAS, the A-Plus Program (Program) was initiated in 1990
12   to ensure that parents in Hawaii have a low-cost option for
13   after-school care, especially for children who would otherwise
14   be left unsupervised during after-school hours; and 
15   
16       WHEREAS, parents should be able to expect reliable, well
17   managed care for their children through the Program; and
18   
19       WHEREAS, it is important that the Program meet the changing
20   needs of Hawaii's parents and children through continuous
21   evaluation, assessment, and redirection; now, therefore,
22   
23       BE IT RESOLVED by the House of Representatives of the
24   Twentieth Legislature of the State of Hawaii, Regular Session
25   of 2000 that the Department of Education (DOE) is requested to
26   establish an A-Plus task force consisting of representatives
27   from DOE, the Board of Education, the Department of Health,
28   Department of Human Services, private nonprofit child care
29   providers, and health and human services providers, to assess
30   the performance of the A-Plus Program and make recommendations
31   for its improvement, especially in enhancing its role in the
32   Comprehensive Student Support System; and

 1       BE IT FURTHER RESOLVED that DOE is requested to submit a
 2   report of the task force's recommendations to the Legislature
 3   no later than twenty days before the convening of the Regular
 4   Session of 2001; and
 5   
 6       BE IT FURTHER RESOLVED that certified copies of this
 7   Resolution be transmitted to the Superintendent of Education,
 8   the Chair of the Board of Education, and the Directors of
 9   Health and Human Services.
