                     HOUSE  RESOLUTION

REQUESTING THAT PLANS BE DEVELOPED TO IDENTIFY POSSIBLE LOCATIONS
   FOR THE JOHN A. BURNS SCHOOL OF MEDICINE. 

 1       WHEREAS, the John A. Burns School of Medicine (Medical
 2   School) is working to improve the quality, effectiveness, and
 3   equity of health care delivery in Hawaii and the Pacific
 4   region; and  
 5   
 6       WHEREAS, the Medical School continues to concentrate on
 7   training physicians, promoting wellness, providing care for the
 8   sick, and advancing medical and biomedical research; and
 9   
10       WHEREAS, a strong medical research program at the Medical
11   School will improve its academic background, attract federal
12   research grants, and strengthen medical care in the community;
13   and
14   
15       WHEREAS, the Medical School maintains affiliations with
16   community hospitals and medical facilities on Oahu for medical
17   student and resident training; and
18   
19       WHEREAS, the network of partnerships between the Medical
20   School and these community hospitals and medical facilities has
21   created synergies of growth that have made health care delivery
22   in Hawaii a model for the nation; and
23   
24       WHEREAS, in the decades ahead, the Medical School will play
25   a pivotal role in incorporating and facilitating rapid advances
26   in science, medicine, and technology, and implementing such
27   advances into the hospital and medical facilities setting; and
28   
29       WHEREAS, a strategic plan for the Medical School is being
30   developed by the University of Hawaii in conjunction with the
31   various constituencies of the health care community where the
32   vision is to be the best medical school in the world with an
33   Asia-Pacific focus, where students will be educated to become
34   outstanding physicians, and where the School will conduct
35   research and training in areas of specific interest in our
36   region and community; and
37   
38       WHEREAS, there is a need to develop this vision with a
39   comprehensive analysis of the facilities requirements of the
40   Medical School in terms of space, learning environment,
41   location, and cost of providing adequate facilities to take the
42   Medical School to the high ranking the community is
43   anticipating; and

 1       WHEREAS, the plan should thoroughly evaluate the many
 2   possibilities such as relocating the Medical School from its
 3   current location on the Manoa campus to the Queen Liliuokalani
 4   Building, the Kinau Hale Building, and other locations; and
 5   
 6       WHEREAS, the plan should include recommendations, along
 7   with cost, for the relocation of the tenants currently residing
 8   in the buildings being considered for the Medical School
 9   location; now, therefore,
10   
11       BE IT RESOLVED by the House of Representatives of the
12   Twentieth Legislature of the State of Hawaii, Regular Session
13   of 2000, that the Governor of the State of Hawaii, the
14   Department of Accounting and General Services (DAGS), and the
15   University of Hawaii are requested to formulate a plan for the
16   location of the John A. Burns School of Medicine in concert
17   with the strategic plan for the Medical School by reviewing all
18   possible locations, including a location other than its Manoa
19   campus location; and
20   
21       BE IT FURTHER RESOLVED that the Governor, DAGS, and the
22   University of Hawaii are requested to submit to the Legislature
23   no later than twenty days prior to the convening of the Regular
24   Session of 2001, their plans regarding the location of the John
25   A. Burns School of Medicine; and
26   
27       BE IT FURTHER RESOLVED that certified copies of this
28   Resolution be transmitted to the Governor, the Comptroller,
29   the Dean of the John A. Burns School of Medicine, and the
30   President of the University of Hawaii.
