                     HOUSE  RESOLUTION

REQUESTING THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO
   ASSESS EXISTING TYPES OF ENERGY-EFFICIENT TECHNOLOGY AND
   EQUIPMENT AVAILABLE TO IMPROVE THE LEARNING ENVIRONMENT AND
   MINIMIZE THE COST TO OPERATE SCHOOLS.


 1       WHEREAS, it is difficult for students to learn and for
 2   teachers to work in hot, humid, malodorous, noisy environments;
 3   and
 4   
 5       WHEREAS, current technology and equipment exist, such as
 6   absorption chillers, roof insulation, efficient lighting,
 7   proper siting and air vents that would prevent the distraction
 8   of outside noise, and maintain a cool temperature inside the
 9   classrooms, providing a conducive learning environment for
10   students and teachers;  and
11   
12       WHEREAS, the majority of existing facilities and equipment
13   in public schools are not taking advantage of these current
14   technologies and equipment either due to the lack of knowledge
15   that they exist, cost factors, or the lack of knowledge of
16   installing, maintaining and repairing them;  now, therefore,
17   
18       BE IT RESOLVED by the House of Representatives of the
19   Twentieth Legislature of the State of Hawaii, Regular Session
20   of 2000, that the Department of Accounting and General
21   Services, in cooperation with the Department of Education and
22   the Department of Business, Economic Development and Tourism,
23   is requested to assess existing energy-efficient technologies
24   and equipment that would improve the learning environment and
25   minimize operating costs for the public schools;  and
26   
27       BE IT FURTHER RESOLVED that for the purposes of this
28   assessment, the Department of Accounting and General Services
29   shall include the cost factors involving acquisition,
30   maintenance, and personnel requirements of these technologies
31   and equipment, including but not limited to absorption
32   chillers, roof insulation, efficient lighting, proper siting
33   and air vents;  and
34   
35       BE IT FURTHER RESOLVED that the Department of Accounting
36   and General Services is requested to report on its findings to
37   the State Legislature no later than twenty days prior to the
38   convening of the 2001 Regular Session;  and

 2       BE IT FURTHER RESOLVED that certified copies of this
 3   Resolution be transmitted to the Director of the Department of
 4   Accounting and General Services, the Director of the Department
 5   of Business, Economic Development and Tourism, the
 6   Superintendent of Education, and the Chairperson of the Board
 7   of Education.
