                     HOUSE RESOLUTION

URGING THE IMPLEMENTATION OF CALLER ID UNENCUMBERED BY ANY
   RESTRICTIONS.



 1      WHEREAS, annoying and obscene calls terrorize millions of
 2 Americans and their families each year;
 3      WHEREAS, Caller ID services uses state-of-the-art
 4 telecommunications technology in enabling telephone users to see
 5 the number of the calling party before answering the phone;
 6      WHEREAS, Caller ID has been proven to be an effective
 7 deterrent against annoying and obscene calls;
 8      WHEREAS, Caller ID has been endorsed by many law enforcement
 9 authorities because of its effectiveness in reducing annoyance
10 calls without the intervention of the authorities and because of
11 the assistance it provides in criminal investigations, including
12 bomb threats, kidnapping, and extortion;
13      WHEREAS, withholding the display of telephone numbers would
14 impair Caller ID's life-saving potential because public agencies
15 will continue to use Caller ID after 911 emergency service is
16 deployed; and
17      WHEREAS, accommodations may be cooperatively determined for
18 those agencies that have compelling concerns; now, therefore
19      BE IT RESOLVED by the House of Representatives of the
20 Twentieth Legislature of the State of Hawaii, Regular Session of
21 2000, that the legislature strongly supports the implementation
22 of Caller ID unencumbered by any restrictions;
23      BE IT FURTHER RESOLVED that there is indisputable evidence
24 that Caller ID's wide-ranging public interest benefits will be
25 maximized by the universal, unrestricted deployment of the
26 service; and
27      BE IT FURTHER RESOLVED that certified copies of this
28 Resolution be transmitted to the Public Utilities Commission and
29 representatives of the telecommunications industry.
