                     HOUSE RESOLUTION
REQUESTING THE DEPARTMENT OF HEALTH AND THE DEPARTMENT OF
   AGRICULTURE TO TAKE MEASURES TO MITIGATE THE INFESTATION OF
   FLIES, UNPLEASANT ODORS, INUNDATION BY DUST, AND SEVERE
   DRAINAGE PROBLEMS AT MAILI ELEMENTARY SCHOOL. 


 1       WHEREAS, students, teachers, and other school personnel
 2   should never be subjected to a school environment that is
 3   unhealthy, unclean, unsafe, and not conducive to effective
 4   learning; and 
 5   
 6       WHEREAS, at Maili Elementary School on Oahu, students are
 7   regularly subjected to such conditions; and
 8   
 9       WHEREAS, Maili Elementary School is situated in very close
10   proximity to both residential and farmlands, with each type of
11   land existing within 100 yards of the school; and
12   
13       WHEREAS, due to the activities on these types of land
14   bordering so closely to Maili Elementary School, the school is
15   regularly infested with flies and is subjected to highly
16   unpleasant odors; and 
17   
18       WHEREAS, Maili Elementary School's rural surroundings cause
19   the school to be inundated by blowing dust that can result in
20   breathing problems and can get into the eyes of students and
21   school employees; and
22   
23       WHEREAS, in addition to these problems, severe drainage
24   deficiencies have resulted in the flooding of Maili Elementary
25   School during heavy rainfall; now, therefore,
26   
27       BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 2000, that the Department of Agriculture (DOA) and the
30   Department of Health (DOH) are requested to help farmers in the
31   valley around Maili Elementary School take measures to ensure
32   that the school is not infested with flies, inundated by dust,
33   or subjected to unpleasant odors associated with farm activity;
34   and
35   
36       BE IT FURTHER RESOLVED that the DOH is requested to work
37   with City and County of Honolulu officials to create an
38   effective drainage system to ensure that Maili Elementary
39   School does not become flooded during heavy rainfall; and

 1       BE IT FURTHER RESOLVED that the Chairperson of the Board of
 2   Agriculture and the Director of Health are requested to report
 3   their findings and recommendations to the Legislature no later
 4   than twenty days before the convening of the Regular Session of
 5   2001; and
 6   
 7       BE IT FURTHER RESOLVED that the DOE is requested to create
 8   a plan to address the problems at Maili Elementary School with
 9   the input of the DOA and the DOH to be submitted to the
10   Legislature no later than twenty days before the convening of
11   the Regular Session of 2001; and
12   
13       BE IT FURTHER RESOLVED that certified copies of this
14   Resolution be transmitted to the Director of Health, the
15   Chairperson of the Board of Agriculture, the Superintendent of
16   Education, and the Principal of Maili Elementary School.
