                     HOUSE  RESOLUTION

  REQUESTING THAT THE BOARD OF EDUCATION PROVIDE FUNDING OUT OF
    ITS CAPITAL IMPROVEMENT FUNDS TO REPLACE DEGRADED
    ELECTRICAL WIRING IN KEAAU MIDDLE SCHOOL'S BUILDING A.
 


 1        WHEREAS, Project Citizen focuses on the American federal
 2   system and the role of state and local government in order to
 3   foster the development of students' capacity and disposition to
 4   participate competently and responsibly in government; and
 5   
 6        WHEREAS, the program is designed to help students learn to
 7   formulate and express their opinions in response to problems in
 8   their communities; and
 9   
10        WHEREAS, the students of Keaau Middle School have
11   identified a capital improvement project in their school; and
12   
13        WHEREAS, Building A on the Keaau Middle School campus is
14   an old building in need of renovation to make it safe for use;
15   and
16   
17        WHEREAS, one of the major problems with Building A is that
18   the existing electrical wiring is old and degraded, making the
19   building a potential fire hazard; and
20   
21        WHEREAS, recent estimates put the cost of replacing
22   degraded electrical wiring at $15,000; and
23   
24        WHEREAS, Keaau Middle School cannot afford to allocate any
25   of its existing school operating funds to the electrical wiring
26   replacement project; and
27   
28        WHEREAS, the State needs to take the initiative in
29   maintaining school facilities to ensure that students have a
30   suitable environment in which to learn; now, therefore,
31   
32        BE IT RESOLVED by the House of Representatives of the
33   Twentieth Legislature of the State of Hawaii, Regular Session
34   of 2000, that the Board of Education in conjunction with the

 1   Department of Accounting and General Services is encouraged to
 2   provide $15,000 out of the Board of Education's capital
 3   improvement funds, not out of school funds, to replace the
 4   existing electrical wiring in Keaau Middle School's Building A;
 5   and
 6   
 7        BE IT FURTHER RESOLVED that certified copies of this
 8   Resolution be transmitted to the Board of Education, the
 9   Department of Accounting and General Services, and Keaau Middle
10   School.
