                     HOUSE  RESOLUTION

  REQUESTING A STUDY OF THE SOCIAL WORKER LICENSURE LAW.
 


 1        WHEREAS, there is an expressed interest in some segments
 2   of the professional social work community to enhance and
 3   restructure the current social worker licensure law; and
 4   
 5        WHEREAS, there are a variety of options that may be
 6   considered in restructuring the current law; and
 7   
 8        WHEREAS, one option is to install additional levels of
 9   licensure including the addition of a clinical level of
10   licensure and a bachelor level of licensure; and
11   
12        WHEREAS, an independent review of the options available,
13   in consultation with the major professional social work groups,
14   the public, and other stakeholders will facilitate an
15   understanding of the various restructuring options; now,
16   therefore,
17   
18        BE IT RESOLVED by the House of Representatives of the
19   Twentieth Legislature of the State of Hawaii, Regular Session
20   of 2000, that the Legislative Reference Bureau is requested to
21   review chapter 467E, Hawaii Revised Statutes, with respect to
22   licensing social workers, and other social worker licensure
23   laws, including multi-tiered laws that allow a clinical level
24   of licensure and a bachelor level of licensure as well as other
25   levels; and
26   
27        BE IT FURTHER RESOLVED that the Legislative Reference
28   Bureau is requested to include in its study:
29   
30        (1)  A review of the licensing provisions of chapter 467E,
31             Hawaii Revised Statutes, relating to social workers;
32             and
33   
34        (2)  A review of the social worker licensure laws of other
35             states;

 1        BE IT FURTHER RESOLVED that the Legislative Reference
 2   Bureau is requested to consult with:
 3   
 4        (1)  Major national social work professional groups
 5             including the National Association of Social Workers,
 6             the Clinical Social Work Federation, and the
 7             Association of Social Work Boards; and
 8   
 9        (2)  Hawaii social work educational institutions and the
10             Department of Commerce and Consumer Affairs, which
11             enforces the social worker licensure law;
12   
13   and
14   
15        BE IT FURTHER RESOLVED that the Legislative Reference
16   Bureau is requested to submit findings, conclusions, and
17   recommendations, including proposed legislation, if any, with
18   respect to an appropriate social worker licensure structure for
19   Hawaii, to the Legislature no later than twenty days prior to
20   the convening of the Regular Session of 2001; and
21   
22        BE IT FURTHER RESOLVED that certified copies of this
23   Resolution be transmitted to the Acting Director of the
24   Legislative Reference Bureau, the Director of Commerce and
25   Consumer Affairs, the head of the National Association of
26   Social Workers, the Clinical Social Work Federation, and the
27   Association of Social Work Boards.
