                     HOUSE CONCURRENT
                        RESOLUTION

ENCOURAGING EXPANSION OF A STATE WEB SITE ENTITLED "FOR THE SAKE
   OF THE CHILDREN" FOR PUBLIC ACCESS INFORMATION PURPOSES.



 1       WHEREAS, the State is deeply concerned with the welfare and
 2   safety of children, as they are the future of Hawaii; and
 3   
 4       WHEREAS, the development of the internet has been called
 5   the most profound change in the way we communicate since the
 6   invention of the printing press; and
 7   
 8       WHEREAS, the internet has been and continues to be a source
 9   of public access to information, and familiarity with this
10   technology is vital to our children's future; and
11   
12       WHEREAS, the State has contracted a portal manager to
13   assist in the design linkage, and accessibility of information
14   to the public; and
15   
16       WHEREAS, many crimes against children exist, and each year
17   many are kidnapped, run away from home, or become victims of
18   child molestation; and
19   
20       WHEREAS, the children of Hawaii need an expanded web site
21   that disseminates information to prevent abuse, neglect, and
22   injury to our children, and to promote good health through
23   constructive activities and positive parenting; now, therefore,
24   
25       BE IT RESOLVED by the House of Representatives of the
26   Twentieth Legislature of the State of Hawaii, Regular Session
27   of 2000, the Senate concurring, that the Office of the Governor
28   coordinate with the portal manager and appropriate agencies,
29   departments, and private entities to expand the development of
30   a state web site entitled "For the Sake of the Children" that
31   would post and provide public access to information to promote
32   the health, safety, and protection of children; and
33   
34       BE IT FURTHER RESOLVED that the web site include but not be
35   limited to:
36   
37       (1)  Links to websites of missing or run-away children;

 1       (2)  Links to information on suspected kidnapping with a
 2            description of the likely abductor and possible
 3            locations of flight;
 4   
 5       (3)  Links to names and addresses of known, convicted child
 6            molesters residing in Hawaii;
 7   
 8       (4)  Parenting information and a help-line for problems
 9            facing families;
10   
11       (5)  The dangers and effects of the use and abuse of
12            tobacco, alcohol, and drugs; and
13   
14       (6)  A help-line or e-mail address where citizens can
15            report or contact the appropriate state agencies;
16   
17   and
18   
19       BE IT FURTHER RESOLVED that the Office of the Governor is
20   requested to submit a report to the Legislature no later than
21   twenty days prior to the convening of the Regular Session of
22   2001, regarding site design, cost of production, site
23   maintenance, and possible funding sources to cover the costs;
24   and
25   
26       BE IT FURTHER RESOLVED that certified copies of this
27   Concurrent Resolution be transmitted to the Governor, the
28   Chiefs of Police of each county, the Directors of Health and
29   Human Services, the Superintendent of Education, the President
30   of the University of Hawaii, and the Attorney General.
