                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO WORK
   WITH SERVICE PROVIDERS AND THE DEPARTMENT OF HEALTH TO
   DETERMINE A REASONABLE RENTAL FEE TO IMPROVE INFRASTRUCTURE
   ON THE WAIMANO TRAINING SCHOOL AND HOSPITAL GROUNDS.



 1       WHEREAS, with the closure of Waimano Training School and
 2   Hospital (Waimano) on June 30, 1999, the Department of Health
 3   (DOH) gave permission to several non-profit adult day programs
 4   that provide services to persons with mental retardation and
 5   developmental disabilities (MR/DD) to use specified facilities
 6   for a nominal fee; and
 7   
 8       WHEREAS, the nominal fee has been used to upkeep and
 9   maintain the buildings that house these programs, such as Kokua
10   Mau Work Center, Manawa Lea Health Services, Special Education
11   Centers of Hawaii, and Research Center of Hawaii; and
12   
13       WHEREAS, with the closure of Waimano in 1999, the
14   Department of Land and Natural Resources (DLNR) became the
15   property manager of the Waimano grounds; and
16   
17       WHEREAS, recently, DLNR has assessed a rental fee to these
18   not-for-profit adult day programs to upgrade infrastructure,
19   such as maintenance to the water tank and potholes in the
20   roads; and
21   
22       WHEREAS, this exorbitant fee will most likely run these
23   organizations out of business, all of whom are providing
24   invaluable community-based services for persons with
25   developmental disabilities; and
26   
27       WHEREAS, without these providers, there will be minimal
28   services available, especially if the waitlist for the Medicaid
29   Home- and Community-based Services Waiver Program is decreased
30   or eliminated; now, therefore,
31   
32       BE IT RESOLVED by the House of Representatives of the
33   Twentieth Legislature of the State of Hawaii, Regular Session
34   of 2000, the Senate concurring, that DLNR work with the service
35   providers and DOH to determine a reasonable rental fee to
36   improve infrastructure on the Waimano grounds; and

 1       BE IT FURTHER RESOLVED that DLNR take the lead to
 2   facilitate discussions among the various service providers, and
 3   other government agencies regarding the future use of the
 4   Waimano facility; and
 5   
 6       BE IT FURTHER RESOLVED that DLNR submit a report of the
 7   actions taken pursuant to this request to the Legislature no
 8   later than twenty days prior to the convening of the Regular
 9   Session of 2001; and
10   
11       BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Directors of Land
13   and Natural Resources and Health, and the Executive Directors
14   of Kokua Mau Work Center, Manawa Lea Health Services, Special
15   Education Centers of Hawaii, and Research Center of Hawaii.
