                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS TO
    REVIEW AND EVALUATE THE LICENSING REQUIREMENTS FOR
    PSYCHOLOGISTS.



 1        WHEREAS, Hawaii needs more licensed psychologists to serve
 2   Hawaii's adult and child populations; and
 3   
 4        WHEREAS, early identification of social, emotional,
 5   physical, and educational needs enhances the likelihood of
 6   successful early interventions and lessens the need for more
 7   intensive and restrictive services; and
 8   
 9        WHEREAS, by assuring that the maximum number of eligible
10   psychologists become licensed, the Legislature believes more
11   children and adults can return to successful emotional and
12   physical well-being more quickly; and
13   
14        WHEREAS, a greater emphasis on community practice in the
15   field of psychology rather than research is currently needed to
16   meet Hawaii's urgent need for more psychologists; now,
17   therefore,
18   
19        BE IT RESOLVED by the House of Representatives of the
20   Twentieth Legislature of the State of Hawaii, Regular Session
21   of 2000, the Senate concurring, that the Department of Commerce
22   and Consumer Affairs is requested to review and evaluate the
23   licensing requirements for psychologists; and
24   
25        BE IT FURTHER RESOLVED that the Department of Commerce and
26   Consumer Affairs is requested to collaborate in its inquiry
27   with the Departments of Health and Education, the University of
28   Hawaii, and private providers of behavioral health services in
29   the community to properly assess the communities' needs in this
30   area; and 
31   
32        BE IT FURTHER RESOLVED that the Department of Commerce and
33   Consumer Affairs is requested to report its findings and
34   recommendations to the Legislature no later than twenty days
35   before the convening of the Regular Session of 2001; and

 1        BE IT FURTHER RESOLVED that certified copies of this
 2   Concurrent Resolution be transmitted to the Director of
 3   Commerce and Consumer Affairs, the Superintendent of Education,
 4   the President of the University of Hawaii, and the Director of
 5   Health, who in turn is requested to transmit copies to
 6   interested community behavioral health service groups.
