                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF
   HAWAII TO EXPLORE HOME OWNERSHIP OPTIONS AT THE STATE-OWNED
   AND OPERATED PALOLO HOMES I AND II AND OTHER STATE-OWNED AND
   OPERATED HOUSING PROJECTS.



 1       WHEREAS, there are 309 state-owned and operated public
 2   housing units in Palolo Homes I and II; and
 3   
 4       WHEREAS, residents in Palolo Homes I and II have a strong
 5   resident association that has implemented significant programs
 6   of benefit to the community; and
 7   
 8       WHEREAS, housing residents have served the larger Palolo
 9   community by sponsoring "Palolo Pride," an annual festival
10   attended by thousands of people each year; and
11   
12       WHEREAS, the Honolulu Police Department recently reported
13   that there is less crime in the housing neighborhood than there
14   is in the surrounding neighborhoods; and
15   
16       WHEREAS, the National NeighborWorks Network is a national
17   partnership of local nonprofit housing and community
18   development organizations with a mission of community
19   revitalization and the preservation and production of
20   affordable housing for people of low- and moderate-incomes; and
21   
22       WHEREAS, the National NeighborWorks has helped thousands of
23   low-income families move toward some form of homeownership
24   through limited equity cooperatives, mutual housing, and other
25   innovative homeownership programs; and
26   
27       WHEREAS, the Housing and Community Development Corporation
28   of Hawaii (Corporation) is interested in partnering with
29   private, nonprofit entities, including the Mutual Housing
30   Association of Hawaii, an affiliate of the National
31   NeighborWorks Network, to own and operate state public housing;
32   and
33   
34       WHEREAS, residents do not want Palolo Homes I and II to be
35   sold to private companies and have initiated discussions with
36   the Mutual Housing Association of Hawaii; and

 1       WHEREAS, the Mutual Housing Association of Hawaii is
 2   willing to work with the residents of Palolo Homes I and II and
 3   with the Corporation to work towards assuring permanent housing
 4   affordability at Palolo Homes I and II; and
 5   
 6       WHEREAS, the spirit of sharing and ohana is very strong
 7   within Palolo Homes I and II, and will serve as the foundation
 8   for a successful project; now, therefore,
 9   
10       BE IT RESOLVED by the House of Representatives of the
11   Twentieth Legislature of the State of Hawaii, Regular Session
12   of 2000, the Senate concurring, that the Corporation is
13   requested to explore the feasibility of implementing a mutual
14   housing demonstration project at Palolo Homes I and II and
15   other state-owned and operated housing projects; and
16   
17       BE IT FURTHER RESOLVED that the Corporation is requested to
18   report its findings, conclusions, and recommendations to the
19   Legislature no later than twenty days prior to the convening of
20   the Regular Session of 2001; and
21   
22       BE IT FURTHER RESOLVED that certified copies of this
23   Concurrent Resolution be transmitted to the Acting Executive
24   Director of the Corporation, the Director of the Mutual Housing
25   Association of Hawaii, and the Chairperson of the Palolo Homes
26   I and II Resident Association.
