                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THAT THE DEPARTMENT OF LAND AND NATURAL RESOURCES AND
   THE HAWAII TOURISM AUTHORITY DISCUSS THE CONDITIONS OF
   SELECTED STATE PARK RESTROOM FACILITIES.


 1       WHEREAS, the visitor industry is of great importance to the
 2   State's economy;  and
 3   
 4       WHEREAS, the Hawaii Tourism Authority, through its
 5   marketing and promotional activities, spends millions of
 6   dollars each year selling Hawaii as a world-class visitor
 7   destination;  and
 8   
 9       WHEREAS, the Hawaii Tourism Authority relies on the image
10   of Hawaii's clean, white sand beaches, clear, sparkling ocean
11   waters, and sweet-smelling breezes to promise travelers an
12   unforgettable experience in the islands;  and
13   
14       WHEREAS, every day hundreds of sightseers, hikers, and
15   beach-goers utilize our State Parks; and
16   
17       WHEREAS, unfortunately, a number of State Park restroom
18   facilities, due mainly to the high volume of visitor traffic
19   and occasional antiquated facility often found to be unclean,
20   putrid-smelling, and not functioning properly for visitors and
21   local residents;  and
22   
23       WHEREAS, a visitor's positive impression can be changed,
24   quickly and dramatically by one bad experience, which
25   subsequently leaves a lasting negative impression about how
26   Hawaii's people care for their land and water;  and
27   
28       WHEREAS, since 1993 the budget for the Department of Land
29   and Natural Resources, Division of State Parks, has decreased
30   by twenty per cent, thus impacting the maintenance of State
31   Park restroom facilities;  now, therefore,
32   
33       BE IT RESOLVED by the House of Representatives of the
34   Twentieth Legislature of the State of Hawaii, Regular Session
35   of 2000, the Senate concurring, that, for high visitor use

 1   State Parks, the Department of Land and Natural Resources and
 2   the Hawaii Tourism Authority is requested to discuss the
 3   conditions of selected State Park restrooms, evaluate their
 4   conditions, determine the impacts caused by tourist usage, and
 5   determine possible assistance from the visitor industry;  and
 6   
 7       BE IT FURTHER RESOLVED that the Department of Land and
 8   Natural Resources and the Hawaii Tourism Authority present its
 9   findings to the State Legislature no later than twenty days
10   prior to the convening of the 2001 Regular Session;  and
11   
12       BE IT FURTHER RESOLVED that certified copies of this
13   Resolution be transmitted to the Hawaii Tourism Authority, the
14   Department of Land and Natural Resources, the Governor, the
15   President of the Senate, and the Speaker of the House of
16   Representatives.
