                     HOUSE  CONCURRENT
                        RESOLUTION
  REQUESTING THE HAWAII SPACE GRANT COLLEGE IN CONJUNCTION WITH
    THE UNIVERSITY OF HAWAII AT HILO, AND THE DEPARTMENT OF
    BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO EXPAND THE
    SPACE CAMP PROGRAM ON THE BIG ISLAND.



 1        WHEREAS, the Hawaii Space Grant College funds space
 2   science related activities on the Manoa and Hilo campuses of
 3   the University of Hawaii, with the Hilo campus in the flagship
 4   role for undergraduate programs in astronomy, space, and
 5   related fields and being in close proximity to the astronomical
 6   observatories on the Island of Hawaii; and
 7   
 8        WHEREAS, there are several programs at the University of
 9   Hawaii at Hilo supported by the Hawaii Space Grant College,
10   including the Space Grant Fellowship Program, Astronomy for
11   Gifted and Talented, Native Hawaiian Children, Undergraduate
12   Astronomy Curriculum Development, and Space Science Center; and
13   
14        WHEREAS, there are programs such as Future Flight Hawaii,
15   under the auspices of the Hawaii Space Grant College to educate
16   and initiate children of all backgrounds in the areas of
17   astronomy, space, and related fields on a limited basis; and
18   
19        WHEREAS, a program such as a space camp during school
20   breaks has the potential to offer educational and recreational
21   activities to children and youth in the fields of astronomy and
22   related areas that might not otherwise be available to them;
23   now, therefore,
24   
25        BE IT RESOLVED by the House of Representatives of the
26   Twentieth Legislature of the State of Hawaii, Regular Session
27   of 2000, the Senate concurring, that the Hawaii Space Grant
28   College, with the assistance of the University of Hawaii at
29   Hilo, and the Department of Business, Economic Development, and
30   Tourism (DBEDT) are respectfully requested to expand the space
31   camp program on the Big Island; and
32   
33        BE IT FURTHER RESOLVED that the Hawaii Space Grant College
34   with assistance from the University of Hawaii at Hilo and DBEDT
35   carry out the following activities:

 2        (1)  Market the space camp nationally and internationally
 3             to generate revenues;
 4   
 5        (2)  Utilize the winter and summer interims of the
 6             academic year for holding the space camp;
 7   
 8        (3)  Incorporate the planned Mauna Kea Astronomy Education
 9             Center as a part of the space camp program; and
10   
11        (4)  Identify and maximize the use of existing revenues,
12             infrastructure, faculty, and staff to expand the
13             space camp program;
14   
15   and
16   
17        BE IT FURTHER RESOLVED that the Hawaii Space Grant College
18   and University of Hawaii at Hilo are requested to submit
19   findings and recommendations to the Legislature no later than
20   twenty days prior to the convening of the Regular Session of
21   2001; and
22   
23        BE IT FURTHER RESOLVED that certified copies of this
24   Concurrent Resolution be transmitted to the the University of
25   Hawaii at Hilo, Space Grant College Program, the Chancellor of
26   the University of Hawaii at Hilo and Future Flight Hawaii.
