                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING AN OVERVIEW STUDY OF THE GERMAN AND JAPANESE SYSTEMS
   OF LONG-TERM CARE INSURANCE.



 1       WHEREAS, the creation of a system of long-term care
 2   insurance for the protection of Hawaii's elderly citizens is of
 3   the utmost importance to our state; and
 4   
 5       WHEREAS, the budgetary concerns and limitations facing our
 6   state make it imperative that the drafting of a system of long-
 7   term care be accomplished in the most efficient and effective
 8   way possible; and
 9   
10       WHEREAS, the nations of Germany and Japan have already
11   instituted systems of universal long-term care insurance for
12   the benefit of their citizens; and
13   
14       WHEREAS, the Joint Legislative Committee on Long-Term Care
15   and the Legislature as a whole would benefit from a study of
16   the problems and successes of these systems; and
17   
18       WHEREAS, a study could be conducted at minimum cost,
19   utilizing materials already prepared by Dr. Cullen T. Hayashida
20   for the Joint Legislative Committee on Long-Term Care
21   Financing, materials provided with the assistance of the German
22   and Japanese embassies, and materials freely available over the
23   internet; now, therefore
24   
25       BE IT RESOLVED by the House of Representatives of the
26   Twentieth Legislature of the State of Hawaii, Regular Session
27   of 2000, the Senate concurring, that the Legislative Reference
28   Bureau (LRB), is requested to conduct an overview study on the
29   universal long-term care insurance systems now instituted in
30   Germany and Japan; and
31   
32       BE IT FURTHER RESOLVED that the study:
33   
34       (1)  Identify the eligibility criteria for receiving long-
35            term care services under the two respective systems;

 1       (2)  Identify the range of services being offered to
 2            eligible persons under the two respective systems;
 3   
 4       (3)  Identify the funding schemes being utilized by the two
 5            respective systems; and
 6     
 7       (4)  Identify those aspects of the two respective systems
 8            that could be successfully applied in the Hawaii
 9            context; 
10   
11       (5)  Assess the success of the two respective systems in
12            fulfilling their goals within their assigned budget;
13   and 
14   
15       BE IT FURTHER RESOLVED that the LRB submit its findings and
16   recommendations to the Joint Legislative Committee on Long-Term
17   Care no later than October 1, 2000; and
18   
19       BE IT FURTHER RESOLVED that a certified copy of this
20   Concurrent Resolution be transmitted to the Acting Director of
21   the LRB.
