                   A  BILL  FOR  AN  ACT

RELATING TO HOMELESS SHELTER STIPENDS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the State must do
 
 2 more to help Hawaii's homeless increase their stability in the
 
 3 health, housing, and social areas so that they may be able to
 
 4 obtain and retain permanent housing and maintain economic
 
 5 independence and self-sufficiency for the long-term.  It has been
 
 6 recognized and accepted that programs designed to assist homeless
 
 7 persons are more effective and efficient when carried out through
 
 8 a continuum of care.
 
 9      The legislature further finds that emergency shelters,
 
10 transitional housing, and the housing and community development
 
11 corporation of Hawaii's emergency grant and loan program are
 
12 integral components of a continuum of care.
 
13      The purpose of this Act is to prevent homelessness by
 
14 appropriating funds to the housing and community development
 
15 corporation of Hawaii of the department of business, economic
 
16 development, and tourism for homeless services.
 
17      SECTION 2.  There is appropriated out of the general
 
18 revenues of the State of Hawaii the sum of $1 or so much thereof
 
19 as may be necessary for fiscal year 1999-2000 to fund:
 
20      (1)  Homeless shelter stipends at emergency shelters;

 1      (2)  Transitional housing projects; and
 
 2      (3)  The emergency grant and loan program.
 
 3      SECTION 3.  The sum appropriated shall be expended by the
 
 4 department of business, economic development, and tourism for the
 
 5 purposes of this Act.
 
 6      SECTION 4.  This Act shall take effect on July 1, 1999.
