                   A  BILL  FOR  AN  ACT

RELATING TO DRIVERS' LICENSES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 286-109, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "§286-109  General provision governing the issuance of
 
 4 licenses.  Upon payment of the required fee and upon
 
 5 demonstrating the ability to operate a certain category or
 
 6 categories of motor vehicles to the satisfaction of the examiner
 
 7 of drivers, an applicant for a driver's license shall be issued a
 
 8 single license of a design approved by the director of
 
 9 transportation upon which is made a notation of the country of
 
10 citizenship of the applicant, the category or categories of motor
 
11 vehicles the applicant may operate, any restrictive provisions to
 
12 which the license is subject, and, where the license is issued to
 
13 a person under twenty-one years of age, a statement, in clearly
 
14 legible print that shall contrast with the other information
 
15 appearing on the license, which indicates the date on which the
 
16 person will attain the age of twenty-one years.
 
17      Statutes of limitations and other provisions of this chapter
 
18 notwithstanding, no driver's license or instruction permit shall

 1 be issued or renewed under this section, where the examiner of
 
 2 drivers is notified by the district judge, traffic violations
 
 3 bureaus of the district courts, or the judge of the circuit court
 
 4 that the applicant has failed to respond to a traffic citation or
 
 5 summons for the violation of any traffic laws of a county, this
 
 6 chapter or chapters 286G, 287, 290, 291, or 291C, and the same
 
 7 remains delinquent and outstanding, or the applicant, having
 
 8 timely responded initially, has as of the time of the
 
 9 application, failed to comply in full with all orders of the
 
10 court."
 
11      SECTION 2.  Section 846-30, Hawaii Revised Statutes, is
 
12 amended to read as follows:
 
13      "§846-30  Identification certificates; form.  The department
 
14 of the attorney general, after taking the thumbprint of each
 
15 registrant as provided in this part (except as otherwise provided
 
16 in the case of children under three years of age), and after
 
17 securing the information required by or pursuant to this part,
 
18 shall issue to each registrant a certificate of identification in
 
19 such form, and with such information, as the attorney general
 
20 deems necessary and practicable, the certificate to contain,
 
21 among other things:  the registrant's social security number; the
 
22 date of issue; the legal name, residence, country of citizenship,

 1 date of birth, the registrant's signature, a facsimile signature
 
 2 of the attorney general, a facsimile signature of the officer or
 
 3 employee issuing the certificate (to be designated as the
 
 4 "administrator of the data center"), the name and address of the
 
 5 person to be notified in case of need, and such other personal
 
 6 identification data as the attorney general deems necessary and
 
 7 practicable."
 
 8      SECTION 3.  New statutory material is underscored.
 
 9      SECTION 4.  This Act shall take effect upon its approval.
