                   A  BILL  FOR  AN  ACT

RELATING TO THE UNIVERSITY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 304-4, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (b) to read as follows:
 
 3      "(b)  The board may charge resident and nonresident tuition
 
 4 fees for regular courses of instruction at any University of
 
 5 Hawaii campus, including any community college.
 
 6      The board may also charge other fees for special programs of
 
 7 instruction, as well as laboratory fees, course fees, fees for
 
 8 student activities, and an information technology user fee.  The
 
 9 board may charge other fees for summer session or evening
 
10 courses, including differential fees for nonresident students.
 
11      The board may waive entirely or reduce the tuition fee or
 
12 any of the other fees for graduate teaching and research
 
13 assistants[.] and financially needy East-West Center student
 
14 grantees pursuing baccalaureate or advanced degrees.  The board
 
15 may enter into agreements with government and university
 
16 officials of any other state or foreign country to provide for
 
17 reciprocal waiver of the nonresident tuition and fee
 
18 differential.  The board may waive the nonresident tuition and
 
19 fee differential for selected students from Pacific and Asian

 1 jurisdictions when their presence would be beneficial to the
 
 2 university or the State.  The board may waive entirely or reduce
 
 3 the tuition fee or any of the other fees for students, resident
 
 4 or nonresident.  The board shall determine the percentage of
 
 5 allowable tuition and fee waivers for financial need and other
 
 6 university priorities.  These tuition waivers and waivers of the
 
 7 nonresident tuition and fee differential shall be awarded in
 
 8 accordance with guidelines established by the board."
 
 9      SECTION 2.  Statutory material to be repealed is bracketed.
 
10 New statutory material is underscored.
 
11      SECTION 3.  This Act shall take effect upon its approval.
