                   A  BILL  FOR  AN  ACT

RELATING TO LEGISLATORS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  While legislators' terms are effective the day
 
 2 after the general election, the swearing-in ceremony that
 
 3 solemnizes the occasion is put off until the opening day of the
 
 4 legislature, over two and a half months later.  The swearing-in
 
 5 ceremony should take place earlier, to formalize the election
 
 6 results in a relatively brief amount of time.  As the time for
 
 7 contesting an election is twenty days after a general election,
 
 8 the swearing-in should be moved up to thirty days after the
 
 9 general election.
 
10      SECTION 2.  Chapter 11, Hawaii Revised Statutes, is amended
 
11 by adding a new section to be appropriately designated and to
 
12 read as follows:
 
13      "§11-    Swearing-in.  Legislators shall be sworn into
 
14 office by a judge or justice designated by the chief justice
 
15 thirty days after election to office."
 
16      SECTION 3.  New statutory material is underscored.
 
17      SECTION 3.  This Act shall take effect upon its approval.
