REPORT TITLE:
Water Resource Management


DESCRIPTION:
Reduces the number of members of the commission on water resource
management appointed by the governor subject to confirmation by
the senate from 4 to 3.  Requires one non-voting member of the
commission to be a representative from the office of Hawaiian
affairs.  Reduces the membership of the nominating committee from

                   A  BILL  FOR  AN  ACT

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 174C-7, Hawaii Revised Statutes, is
 
 2 amended as follows:
 
 3      1.  By amending subsection (b) to read:
 
 4      "(b)  Four members shall be appointed by the governor
 
 5 subject to confirmation by the senate, in a manner prescribed in
 
 6 subsection (d).  One member shall be non-voting and a
 
 7 representative from the office of Hawaiian affairs.  Each member
 
 8 shall have substantial experience in the area of water resource
 
 9 management.  The chairperson of the board of land and natural
 
10 resources shall be the chairperson of the commission.  The
 
11 director of health shall serve as an ex officio voting member."
 
12      2.  By amending subsection (d) to read:
 
13      "(d)  In appointing a member to the commission, the governor
 
14 shall select from a list submitted by a nominating committee.
 
15 The nominating committee shall be composed of four individuals
 
16 chosen as follows:  two persons appointed by the governor; one
 
17 person appointed by the president of the senate; and one person

 1 appointed by the speaker of the house.  The committee shall
 
 2 solicit applications and send to the governor the names of at
 
 3 least [three] two individuals for each open position."
 
 4      SECTION 2.  Statutory material to be repealed is bracketed.
 
 5 New statutory material is underscored.
 
 6      SECTION 3.  This Act shall take effect upon its approval.
