REPORT TITLE:
UH; Hawaiians' Tuition Waiver


DESCRIPTION:
Waives tuition for 500 additional Hawaiian students in the
University of Hawaii system.  Gives priority to those Hawaiian
students who are enrolled in Hawaiian language courses,
education, are financially needy, or participating in student

                   A  BILL  FOR  AN  ACT

RELATING TO TUITION WAIVERS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that young Hawaiians would
 
 2 benefit from having positive role models and further, as a group,
 
 3 Hawaiians deserve more financial help to achieve higher education
 
 4 goals.  The purpose of this Act is to provide for tuition waivers
 
 5 for Hawaiians in the University of Hawaii system, with the
 
 6 purpose of encouraging Hawaiians to pursue a degree by enrolling
 
 7 in the appropriate courses or program of study.
 
 8      SECTION 2.  Chapter 304, Hawaii Revised Statutes, is amended
 
 9 by adding a new section to be appropriately designated and to
 
10 read as follows:
 
11      "§304-    Hawaiians; tuition waiver.  (a)  The University of
 
12 Hawaii shall waive all tuition fees for five hundred Hawaiian
 
13 students in addition to the tuition waivers currently granted to
 
14 Hawaiian students.
 
15      (b)  The tuition waivers shall be awarded to Hawaiian
 
16 students who are:
 
17      (1)  Financially needy; and
 
18      (2)  Enrolled in graduate or undergraduate courses within
 
19           the university system for the purpose of obtaining a

 1           degree; or
 
 2      (3)  Participating in student recruitment programs within
 
 3           the university system.
 
 4      (c)  As used in this section, unless the context otherwise
 
 5 requires:  "Hawaiian" means any descendant of the aboriginal
 
 6 peoples inhabiting the Hawaiian islands that:
 
 7      (1)  Exercised sovereignty and subsisted in the Hawaiian
 
 8           Islands in 1778; and
 
 9      (2)  Have continued to reside in Hawaii since 1778."
 
10      SECTION 3.  New statutory material is underscored.
 
11      SECTION 4.  This Act shall take effect upon its approval.
