                   A  BILL  FOR  AN  ACT

RELATING TO BUSINESS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that in addition to
 
 2 implementing structural improvements to stimulate and revitalize
 
 3 the State's economy, it is necessary to establish a comprehensive
 
 4 program to aggressively encourage out-of-state businesses to
 
 5 locate in the State and to assist existing Hawaii businesses in
 
 6 the creation of additional employment opportunities.  Various
 
 7 business attraction and retention functions presently performed
 
 8 by agencies within state and county governments should be
 
 9 codified and comprehensively coordinated with the active
 
10 participation of private sector businesses under an all-
 
11 encompassing program that will advocate for business development,
 
12 retention, and expansion within the State.
 
13      The purpose of this Act is to establish a business aloha
 
14 team program to assist individual businesses in achieving the
 
15 conditions necessary to create and retain jobs within the State.
 
16      SECTION 2.  There is established a business aloha team
 
17 program to be placed in the department of business, economic
 
18 development, and tourism for administrative purposes.  The
 
19 department shall be the overall coordinator of the program and

 1 shall provide necessary support for the program.  The purpose of
 
 2 the program shall be to address, resolve, and remove obstacles
 
 3 that businesses face in conducting business in the State and to
 
 4 assist businesses in achieving the conditions necessary to create
 
 5 and to retain jobs.
 
 6      The objectives of the program shall be to:
 
 7      (1)  Enlist local, community, and state officials, and
 
 8           private sector resources, to negotiate, streamline, and
 
 9           expedite business development, retention, and
 
10           expansion;
 
11      (2)  Identify and explain incentives for businesses to
 
12           expand and locate in Hawaii; and
 
13      (3)  Help businesses overcome barriers to job creation.
 
14      Business aloha teams shall consist of an ad hoc group of
 
15 senior decision makers from public and private sector
 
16 organizations needed to resolve problems or concerns of
 
17 businesses contemplating closure or relocation out of the State
 
18 or to collaborate on a competitive effort to convince an out-of-
 
19 state business to locate in Hawaii.  Business aloha teams shall
 
20 identify, explain, and negotiate incentives for businesses to
 
21 remain or to locate in Hawaii and work to tailor those incentives
 
22 to meet the needs of the individual businesses.  Such incentives
 
23 may include but not be limited to:

 1      (1)  Identification of practical, cost-effective site
 
 2           locations;
 
 3      (2)  Expedited permitting process;
 
 4      (3)  Cooperation with regulatory agencies;
 
 5      (4)  Assistance with company specific employment training,
 
 6           cargo and shipping, and intermediary supply and service
 
 7           needs;
 
 8      (5)  Loan assistance; and
 
 9      (6)  Coordination of meetings with state, county, or private
 
10           sector officials.
 
11      Business aloha teams may be led by state, county, or private
 
12 sector officials.
 
13      SECTION 3.  This Act shall take effect upon its approval.
