Foster boards


DESCRIPTION:
Extends foster board allowances to persons up to age 21 at the
rate of fifty per cent of foster board rates for meals and
shelter only.  Imposes a two year cap on the extension.  Provides
that the allocation may be used in transitional programs.  (HB543

                   A  BILL  FOR  AN  ACT

RELATING TO FOSTER CARE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 346, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to be appropriately designated and to
 
 3 read as follows:
 
 4      "§346-     Foster board allowances for meals and shelter.
 
 5 (a)  An eligible foster child shall be eligible for foster board
 
 6 allowances after reaching the age of majority and the foster
 
 7 board payments for that person shall be paid to the foster
 
 8 person's foster parents; provided that:
 
 9      (1)  The person is twenty-one years of age or younger; and
 
10      (2)  The person has continued to reside in the foster home
 
11           wherein the person reached the age of majority, or has
 
12           continued to be accepted as a member of the foster
 
13           family and be under the guidance and support of the
 
14           foster family.
 
15      (b)  Foster board allowances for a person who has reached
 
16 the age of majority and is twenty-one years of age or younger
 
17 shall:
 
18      (1)  Be set at the rate of fifty per cent of foster board
 
19           rates;

 1      (2)  Apply to meals and shelter only;
 
 2      (3)  Be able to be used for enrollment in a transitional
 
 3           program; and
 
 4      (4)  Be limited to a two-year period." 
 
 5      SECTION 2.  New statutory material is underscored.
 
 6      SECTION 3.  This Act shall take effect upon its approval.
