                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE HAWAII INSTITUTE FOR EDUCATIONAL
   PARTNERSHIPS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the Hawaii institute
 
 2 for educational partnerships (HIEP) was established by the
 
 3 University of Hawaii and the department of education on July 1,
 
 4 1998, in response to Act 272, Session Laws of Hawaii 1994, known
 
 5 as the Omnibus Education Act, which called for the establishment
 
 6 of a center for teacher education.  HIEP is designed to promote,
 
 7 facilitate, and support the development of educational
 
 8 partnerships that simultaneously improve the quality of education
 
 9 in Hawaii's schools and the quality of the preparation of
 
10 educators.  HIEP's efforts have resulted in major improvements to
 
11 teacher preparation and in-service training for current teachers.
 
12      The operating costs of HIEP have been supported by
 
13 contributions from the general operating budgets of the college
 
14 of education and the department of education.  However, due to
 
15 severe budget reductions, it is not possible to maintain the
 
16 current level of support from these sources.

 1      The purpose of this Act is to fund the operating costs of
 
 2 HIEP.  These costs include the director's position, clerical
 
 3 support, supplies and utilities, reproduction of professional
 
 4 materials, and continuing membership in the National Network for
 
 5 Educational Renewal.
 
 6      SECTION 2.  There is appropriated out of the general
 
 7 revenues of the State of Hawaii the sum of $140,750 or so much
 
 8 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
 9 of $140,750 or so much thereof as may be necessary for fiscal
 
10 year 2000-2001 for the Hawaii institute for educational
 
11 partnerships.
 
12      SECTION 3.  The sums appropriated shall be expended by the
 
13 University of Hawaii for the purposes of this Act.
 
14      SECTION 4.  This Act shall take effect on July 1, 1999.
