                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that college and career
 
 2 counseling is critical at the secondary level since most students
 
 3 will, upon graduation, either go on to college or some other form
 
 4 of  postsecondary training, or enter the work force.  Some of
 
 5 these secondary schools have no counselors specified for college
 
 6 or career planning.  Regarding counselors in general, Hawaii has
 
 7 a ratio of 377:1 students to counselors in its public schools,
 
 8 compared with the ratio of 300:1 recommended by the American
 
 9 School Counselors Association.
 
10      The purpose of this Act is to appropriate funds to provide
 
11 every public secondary school with at least one college/career
 
12 counselor, and with enough counselors to attain a ratio of 300:1.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $      or so much
 
15 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
16 of $      or so much thereof as may be necessary for fiscal year
 
17 2000-2001 for college/career counselors.
 
18      SECTION 3.  The sums appropriated shall be expended by the
 
19 department of education for the purposes of this Act.
