DESCRIPTION:
Following the regular session of 2000, requires the revisor of
statutes to publish the replacement volumes of the statutes in a
binder format.  For any subsequent amendments made to the
statutes after the regular session of 2000, requires the revisor
of statutes to prepare the supplements in such a way that
replacement pages may be inserted into or removed from the

                     A BILL FOR AN ACT

RELATING TO STATUTE REVISION AND PUBLICATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 23G-16, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "§23G-16  Publication of replacement volumes[.] and
 
 4 supplements.  (a)  The revisor of statutes may replace and bring
 
 5 up to date the permanent volumes of the revised laws.  The
 
 6 revisor of statutes shall incorporate in the replacement volumes
 
 7 all laws enacted by the legislature since the volumes to be
 
 8 replaced were brought up to date.  The replacement volumes shall
 
 9 be edited, made up, printed, and bound to correspond as nearly as
 
10 practicable with the present permanent volumes.
 
11      [The replacement volumes shall be kept up to date by
 
12 cumulative supplements.]  Following the regular session of 2000,
 
13 the revisor of statutes shall publish the replacement volumes of
 
14 the statutes in a binder format.
 
15      (b)  As soon as possible after the close of each regular
 
16 session of the legislature, the revisor of statutes, subject to
 
17 section 23G-15, shall prepare for publication supplements to the
 
18 last revision of the laws of Hawaii.  The supplements shall
 
19 contain all laws of a general and permanent nature enacted at any
 
20 session of the legislature subsequent to the last revision of the

 1 laws and not included therein and a cumulative index of the
 
 2 material.  The material in the supplement shall be arranged in
 
 3 the same order as like material is arranged in the last revision,
 
 4 shall show all sections repealed or amended, and shall be
 
 5 annotated to decisions and opinions subsequent to those included
 
 6 in the last revision.  Any subsequent amendments made to the
 
 7 statutes after the regular session of 2000 shall be prepared in
 
 8 such a way that replacement pages may be inserted into or removed
 
 9 from the replacement volumes of the statutes."
 
10      SECTION 2.  Section 23G-14, Hawaii Revised Statutes, is
 
11 repealed.
 
12      ["§23G-14  Publication of supplements.  As soon as possible
 
13 after the close of each regular session of the legislature, the
 
14 revisor of statutes, subject to section 23G-15, shall prepare for
 
15 publication a cumulative pocket part supplement to the last
 
16 revision of the laws of Hawaii.  The supplement shall contain all
 
17 laws of a general and permanent nature enacted at any session of
 
18 the legislature subsequent to the last revision of the laws and
 
19 not included therein and a cumulative index of the material.  The
 
20 material in the supplement shall be arranged in the same order as
 
21 like material is arranged in the last revision, shall show all
 
22 sections repealed or amended, and shall be annotated to decisions

 1      SECTION 3.  Statutory material to be repealed is bracketed.
 
 2 New statutory material is underscored.
 
 3      SECTION 4.  This Act shall take effect upon its approval.
