Requires the state budget bill presented to the legislature by
the governor to include total expenditure figures for each
program, expending agency, and method of funding; further
provides for publication of budget totals in a newspaper of

                     A BILL FOR AN ACT

RELATING TO THE STATE BUDGET.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:


 1      SECTION 1.  The legislature finds that budget decisions must
 
 2 be made with the most relevant information possible.  While
 
 3 information regarding specific programs and expending agencies
 
 4 may be obtained by exerting due diligence, it is difficult to
 
 5 ascertain the broader scope of individual program budget requests
 
 6 and decisions.  
 
 7      The purpose of this bill is to require the Executive Budget,
 
 8 and all versions of the General Appropriations Act as they move
 
 9 through the legislative process, to include appropriate summary
 
10 information that will permit anyone to ascertain total
 
11 appropriations for each program area, each expending agency, and
 
12 each method of funding, as well as a grand total encompassing the
 
13 entire General Appropriations budget.
 
14      SECTION 2.  Every executive budget submitted by the governor
 
15 to the legislature pursuant to Article VII, section 8, of the
 
16 Constitution of the State of Hawaii, and every subsequent draft
 
17 of the bill, shall summarize all expenditures as follows:
 
18           (A)  total expenditures for each program, including
 
19           percentage increase or decrease from the previous

 1           fiscal year;
 
 2           (B)  total expenditures for each expending agency,
 
 3           including percentage increase or decrease from the
 
 4           previous fiscal year;
 
 5           (C)  total expenditures for each method of funding,
 
 6           including percentage increase or decrease from the
 
 7           previous fiscal year;
 
 8           (D)  total expenditures for capital improvement
 
 9           projects and investment appropriations; and
 
10           (E)  grand totals for each fiscal year.
 
11      At the time of submission to the legislature, this summary
 
12 information as provided in this section, shall be published in at
 
13 least one newspaper, published in the English language, in each
 
14 county having a general circulation.
 
15      SECTION 3.  This Act shall take effect on its approval.
