                     A BILL FOR AN ACT

RELATING TO THE STATE BUDGET.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:


 1      SECTION 1.  Section 37-69, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "§37-69  The six-year program and financial plan.(a)  The
 
 4 governor shall prepare a state six-year program and financial
 
 5 plan encompassing all state programs.  Not fewer than thirty days
 
 6 before the legislature convenes in every odd-numbered year, the
 
 7 governor shall submit to the legislature and to each member
 
 8 thereof the six-year program and financial plan.  The program and
 
 9 financial plan shall be annually and continually updated and
 
10 maintained.  The program and financial plan, in general, shall
 
11 contain:
 
12      (1)  The state program structure;
 
13      (2)  Statements of statewide objectives and program
 
14           objectives;
 
15      (3)  Program plans that describe the programs recommended to
 
16           implement the statewide and program objectives and the
 
17           manner in which the recommended programs are proposed
 
18           to be implemented over the next six fiscal years; and
 
19      (4)  A financial plan that shows the fiscal implications of

 1           the recommended programs for the next six fiscal years.
 
 2      (b)  The information contained in the program and financial
 
 3 plan shall be presented generally in the following manner:
 
 4      (1)  Information shall be displayed by programs, or groups
 
 5           of programs.
 
 6      (2)  Programs shall be appropriately crosswalked to
 
 7           expending agencies.
 
 8      (3)  Data shall be appropriately summarized at each level of
 
 9           the program structure.  Expenditures shall be
 
10           summarized as follows:
 
11           (A)  total expenditures for each program, including
 
12           percentage increase or decrease from the previous
 
13           fiscal year;
 
14           (B)  total expenditures for each expending agency,
 
15           including percentage increase or decrease from the
 
16           previous fiscal year;
 
17           (C)  total expenditures for each method of funding,
 
18           including percentage increase or decrease from the
 
19           previous fiscal year;
 
20           (D)  total expenditures for capital improvement
 
21           projects and investment appropriations; and
 
22           (E)  grand totals for each fiscal year.
 
23      At the time of submission to the legislature, this summary

 1 information as provided in this section, shall be published in at
 
 2 least one newspaper, published in the English language, in each
 
 3 county having a general circulation.
 
 4      (4)  Program costs shall include all costs, including
 
 5           research and development, operating and capital,
 
 6           regardless of the means of financing except that the
 
 7           means of financing shall be expressly identified; all
 
 8           costs shall be displayed in the year of their
 
 9           anticipated expenditure, regardless of whether such
 
10           costs have been authorized to be expended by prior
 
11           appropriations acts or are authorized to be expended by
 
12           existing law, or require new appropriations or
 
13           authorizations."
 
14      SECTION 2.  Section 37-71, Hawaii Revised Statutes, is
 
15 amended to read as follows:
 
16      "§37-71  The budget.(a)  Not fewer than thirty days before
 
17 the legislature convenes in every odd-numbered year, the governor
 
18 shall submit to the legislature and to each member thereof a
 
19 budget that shall contain the program and budget recommendations
 
20 of the governor for the succeeding two fiscal years.  The budget,
 
21 in general, shall contain:
 
22      (1)  The state program structure;
 
23      (2)  Statements of statewide objectives;

 1      (3)  The financial requirements for the next two fiscal
 
 2           years to carry out the recommended programs; and
 
 3      (4)  A summary of state receipts and revenues in the last
 
 4           completed fiscal year, a revised estimate for the
 
 5           fiscal year in progress, and an estimate for the
 
 6           succeeding biennium.
 
 7      (b)  The information contained in the budget shall be
 
 8 presented generally in the following manner:
 
 9      (1)  Information shall be displayed by programs or groups of
 
10           programs.
 
11      (2)  Program financial requirements shall be appropriately
 
12           crosswalked between the programs and expending
 
13           agencies.
 
14      (3)  Data shall be appropriately summarized at each level of
 
15           the program structure.
 
16      (4)  Program costs shall include all costs, including
 
17           research and development, operating and capital,
 
18           regardless of the means of financing, except that the
 
19           means of financing shall be expressly identified, and
 
20           regardless of whether the expenditure of any sum was
 
21           authorized by prior appropriations acts, is authorized
 
22           by existing law, or requires new authorization, except
 
23           that the amounts requiring new authorization shall be

 1           appropriately identified.
 
 2      (5)  Financial requirements shall be presented to the
 
 3           nearest dollar, omitting cents; and the summary of
 
 4           state receipts and revenues shall be presented to the
 
 5           nearest thousand dollars.
 
 6      (6)  The budget shall reflect the ensuing first two fiscal
 
 7           year program costs contained in the six-year program
 
 8           and financial plan[.] ; and expenditures shall be
 
 9           summarized as follows:
 
10                (A)  total expenditures for each program,
 
11                including percentage increase or decrease from the
 
12                previous fiscal year;
 
13                (B)  total expenditures for each expending agency,
 
14                including percentage increase or decrease from the
 
15                previous fiscal year; 
 
16                (C)  total expenditures for each method of
 
17                funding, including percentage increase or decrease
 
18                from the previous fiscal year;
 
19                (D)  total expenditures for capital improvement
 
20                projects and investment appropriations; and
 
21                (E)  grand totals for each fiscal year.
 
22      At the time of submission to the legislature, this summary
 
23 information as provided in this section, shall be published in at

 3      SECTION 3.  Statutory material to be repealed is bracketed.
