                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  A survey of thousands of Hawaii high school
 
 2 students in 1988 indicated that two-thirds of the respondents
 
 3 were not satisfied with the condition of the lavatories in their
 
 4 schools.  The reasons for the dissatisfaction included:
 
 5      (1)  A lack of cleanliness;
 
 6      (2)  An inadequate amount of toilet paper;
 
 7      (3)  An inadequate amount of soap;
 
 8      (4)  An inadequate amount of paper towels;
 
 9      (5)  Inaccessibility; and
 
10      (6)  Inoperable stall locks.
 
11 The purpose of this Act is to provide for the adequate
 
12 maintenance of lavatories in Hawaii's public schools.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $      or so much
 
15 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
16 of $      or so much thereof as may be necessary for fiscal year
 
17 2000-2001 for the adequate maintenance of lavatories in the
 
18 public schools.

 1      SECTION 3.  The sums appropriated shall be expended by the
 
 2 department of education for the purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 1999.
