                   A  BILL  FOR  AN  ACT

RELATING TO CHILDREN. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 302A, Hawaii Revised Statutes, is
 
 2 amended by adding a new section to be appropriately designated
 
 3 and to read as follows:
 
 4      "§302A-    Early childhood assessments.  (a)  Within ninety
 
 5 days after each child's third birthday, a parent or guardian of
 
 6 the child shall take the child to the public elementary school
 
 7 located in the district in which the child resides to assess the
 
 8 child's development, including psychological and physiological
 
 9 development.
 
10      (b)  The department shall inform the child's parent or
 
11 guardian of their responsibilities for ensuring that their
 
12 child's developmental needs are met.  The department shall
 
13 provide advice and assistance to parents and guardians to help
 
14 them meet these responsibilities."
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $315,000 or so much
 
17 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
18 of $       or so much thereof as may be necessary for fiscal year
 
19 2000-2001 to assess the development of three-year-old children
 
20 and to provide follow-up assistance.

 1      SECTION 3.  The sums appropriated shall be expended by the
 
 2 department of education for the purposes of this Act.
 
 3      SECTION 4.  New statutory material is underscored.
 
 4      SECTION 5.  This Act shall take effect on July 1, 1999.
