                   A  BILL  FOR  AN  ACT

RELATING TO ARTS EDUCATION. 



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this Act is to appropriate funds
 
 2 to support arts education in public schools and to recognize the
 
 3 arts as an important component of our students' education.
 
 4      The legislature finds that arts education is essential in
 
 5 helping students learn to express themselves in creative ways,
 
 6 respect cultures from around the world, and understand the
 
 7 contribution art makes to the community.  The arts, taught well,
 
 8 are one of education's singularly important resources for keeping
 
 9 youngsters interested in school, improving self-esteem,
 
10 developing multiple intelligences, and bridging all other
 
11 disciplines.  Schools must be given the resources to strengthen
 
12 their art curriculum in the visual arts, theater, music, dance,
 
13 poetry, and media arts.  The legislature further finds that the
 
14 Goals 2000:  Educate America Act includes the arts as a core
 
15 component of education.
 
16      SECTION 2.  Section 103-8.5, Hawaii Revised Statutes, is
 
17 amended by amending subsection (b) to read as follows:
 
18      "(b)  The works of art special fund shall be used solely for
 
19 the following purposes:

 1      (1)  Costs related to the acquisition of works of art,
 
 2           including any consultant or staff services required to
 
 3           carry out the art in public places and relocatable
 
 4           works of art programs;
 
 5      (2)  Site modifications, display, and interpretive work
 
 6           necessary for the exhibition of works of art;
 
 7      (3)  Upkeep services, including maintenance, repair, and
 
 8           restoration of works of art; [and]
 
 9      (4)  Storing and transporting works of art[.]; and
 
10      (5)  Art education, including strengthening arts curricula
 
11           in the public schools."
 
12      SECTION 3.  There is appropriated out of the works of art
 
13 special fund the sum of $        , or so much thereof as may be
 
14 necessary for fiscal year 1999-2000, and the same sum, or so much
 
15 thereof as may be necessary for fiscal year 2000-2001, for the
 
16 purposes of strengthening arts curriculum in the public schools,
 
17 as follows:
 
18      (1)  Establishment of arts resource centers;
 
19      (2)  In-service courses for teachers;
 
20      (3)  Participation in conferences and workshops;
 
21      (4)  Curriculum planning, writing, implementation, and
 
22           evaluation; and
 
23      (5)  Specialized supplies and equipment.

 1      SECTION 4.  The sums appropriated shall be expended by the
 
 2 department of education, in consultation with the state
 
 3 foundation on culture and the arts, the Hawaii Alliance for Arts
 
 4 Education, and other interested arts organizations for the
 
 5 purposes stated in section 3 of this Act.
 
 6      SECTION 5.  The department of education, in cooperation with
 
 7 the state foundation on culture and the arts, the Hawaii Alliance
 
 8 for Arts Education, and other interested arts organizations,
 
 9 shall conduct a study to determine the feasibility of an
 
10 integrated high school learning center for the Pacific arts, and
 
11 if necessary, shall develop a master plan which:
 
12      (1)  Provides an accurate assessment of the need for an
 
13           integrated high school learning center for the Pacific
 
14           arts;
 
15      (2)  Identifies the in-service training needed for such
 
16           arts-based curricula;
 
17      (3)  Reviews the operation of similar centers in the Pacific
 
18           to determine the viability of these centers;
 
19      (4)  Conducts conferences and workshops to solicit input on
 
20           the feasibility of establishing integrated high school
 
21           learning centers for the Pacific arts;
 
22      (5)  Integrates relevant elementary and intermediate
 
23           (middle) school programs into the master plan; and

 1      (6)  Develops working relationships with the department of
 
 2           education and other relevant agencies.
 
 3      SECTION 6.  The department of education shall submit its
 
 4 findings and recommendations to the legislature not less than
 
 5 twenty days prior to the convening of the regular session of
 
 6 2000.
 
 7      SECTION 7.  There is appropriated out of the works of art
 
 8 special fund the sum of $        , or so much thereof as may be
 
 9 necessary for fiscal year 1999-2000, for the department of
 
10 education to conduct a feasibility study, and if necessary,
 
11 develop a master plan for an integrated high school learning
 
12 center for the Pacific arts, in consultation with the state
 
13 foundation on culture and the arts, the Hawaii Alliance for Arts
 
14 Education, and other interested arts organizations.
 
15      SECTION 8.  The sum appropriated shall be expended by the
 
16 department of education for the purposes stated in section 5 of
 
17 this Act.
 
18      SECTION 9.  Statutory material to be repealed is bracketed.
 
19 New statutory material is underscored.
 
20      SECTION 10.  This Act shall take effect on July 1, 1999.
