                   A  BILL  FOR  AN  ACT

RELATING TO THE UNIVERSITY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 304-3, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "§304-3 Regents; appointment; tenure; qualifications;
 
 4 meetings.  (a)  The affairs of the university shall be under the
 
 5 general management and control of the board of regents consisting
 
 6 of twelve members who shall be appointed and may be removed by
 
 7 the governor.  The term of each member shall be for [four] six
 
 8 years; provided that the term of the student member shall be for
 
 9 two years.  Members, other than the student member, may be
 
10 reappointed for one additional term; provided that no appointed
 
11 member shall serve for more than a total of twelve years,
 
12 inclusive of service prior to the effective date of this Act.
 
13      (b)  Except as otherwise provided by statute, state officers
 
14 shall be eligible to appointment and membership.  Every member
 
15 may serve beyond the expiration date of the member's term of
 
16 appointment until the member's successor has been appointed and
 
17 has qualified[.]; provided that no member shall serve longer than
 
18 twelve years.  The board shall at its first meeting after
 
19 June 30, elect a chairperson and vice-chairperson, who shall
 
20 serve until adjournment of its first meeting after June 30 of the

 1 next year or thereafter until their successors are appointed and
 
 2 have qualified and whose election shall be immediately certified
 
 3 by the board to the chief election officer.  The board shall
 
 4 appoint a secretary, who shall not be a member of the board.  The
 
 5 president of the university shall act as executive officer of the
 
 6 board.  The board shall meet not less often than ten times
 
 7 annually, and may from time to time meet in each of the counties
 
 8 of Hawaii, Maui, and Kauai.
 
 9      (c)  The members of the board shall serve without pay but
 
10 shall be entitled to their traveling expenses within the State
 
11 when attending meetings of the board or when actually engaged in
 
12 business relating to the work of the board."
 
13      SECTION 2.  Statutory material to be repealed is bracketed.
 
14 New statutory material is underscored.
 
15      SECTION 3.  This Act shall take effect upon its approval.
