                   A  BILL  FOR  AN  ACT

RELATING TO ACCESS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature recognizes that the structure of
 
 2 the agricultural industry in Hawaii is changing dramatically.
 
 3 More and more, sizeable tracts of land held by large corporations
 
 4 are becoming available for sale to new owners.
 
 5      The legislature also recognizes that this transfer of
 
 6 property ownership may affect access to such land, as new owners
 
 7 choose to restrict use of their property.  This is of concern,
 
 8 because a portion of Hawaii's population adheres to the practices
 
 9 of subsistence fishing, hunting, gathering, and other
 
10 recreational practices for which access to certain land is
 
11 essential.  It is therefore of paramount importance to the
 
12 legislature that the granting of access to land be sustained so
 
13 that this deep-rooted cultural tradition may continue.
 
14      SECTION 2.  The Hawaii Revised Statutes is amended to
 
15 conform to the purpose of this Act.
 
16      SECTION 3.  This Act shall take effect upon its approval.
