                   A  BILL  FOR  AN  ACT

RELATING TO SCHOOL ADMINISTRATORS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the on-site field
 
 2 internship is a vital part of the school administrator program
 
 3 (program).  This program provides the training for future school
 
 4 administrators whose leadership is crucial to the effective
 
 5 management of Hawaii's schools, and to the performance of
 
 6 Hawaii's students.  The internship process pairs a prospective
 
 7 administrator with a seasoned educational officer who provides
 
 8 on-the-job guidance that is simply irreplaceable.  Interns learn
 
 9 effective leadership techniques directly, and, just as
 
10 importantly, they observe the attitude an effective school
 
11 administrator must maintain to gain the respect of educators and
 
12 students.
 
13      The legislature further finds that the school administrator
 
14 program, and the educational system as a whole, are at a critical
 
15 juncture right now.  A department of education study revealed
 
16 that approximately five hundred educational officers are, or will
 
17 become, eligible for retirement in the years 1999-2003.  If the
 
18 program is not properly supported, and adequately funded,  the
 
19 massive anticipated void in the educational officer work force

 1 will have to be filled with teachers, and other candidates who
 
 2 have not had the benefit of the unique and valuable experience
 
 3 the internship provides. If these candidates are used to fill
 
 4 these vacant positions, school leadership may become much less
 
 5 effective, which could have serious effects on student
 
 6 performance.  At the very least, there will be many school
 
 7 administrators who are less than optimally trained and prepared
 
 8 for the responsibilities of school management.
 
 9      The purpose of this Act is to appropriate funds for the
 
10 school administrator program to ensure that there is an adequate
 
11 pool of educational officers to draw upon in the coming years.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $4,494,878 or so much
 
14 thereof as may be necessary for the fiscal year 2000-2001 for
 
15 personnel, equipment, and other expenses for the school
 
16 administrator program.
 
17      SECTION 3.  The sum appropriated shall be expended by the
 
18 department of education for the purposes of this Act.
 
19      SECTION 4.  This Act shall take effect on July 1, 2000.
