                   A  BILL  FOR  AN  ACT

RELATING TO HEALTH SERVICES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  There is appropriated out of the Hawaii tobacco
 
 2 settlement special fund the sum of $3 or so much thereof as may
 
 3 be necessary for fiscal year 2000-2001 that shall be allocated in
 
 4 the following manner:
 
 5      (1)  $1 for health promotion and disease prevention programs
 
 6           at twenty high schools using the following criteria:
 
 7           (A)  The school shall have an ongoing peer education
 
 8                program that shall be funded through this
 
 9                appropriation;
 
10           (B)  The school shall have already developed or be
 
11                willing to develop a working relationship with a
 
12                community-based health care facility such as a
 
13                primary care clinic;
 
14           (C)  The school shall set aside a dedicated space for a
 
15                health room where a public health nurse and other
 
16                support staff can be located;
 
17           (D)  The school shall agree to offer health services
 
18                not only to the student body, but also to their
 
19                parents or guardians, families, and other

 1                community members at appropriate hours that do not
 
 2                interfere with school operations; and
 
 3           (E)  The school shall participate in the development of
 
 4                an integrated effort with adolescent behavioral
 
 5                health, the children's health insurance program,
 
 6                peer education programs, department of health
 
 7                programs, tobacco control programs, and the
 
 8                University of Hawaii's area health education
 
 9                center's health professions education program and
 
10                the John A. Burns School of Medicine community-
 
11                based research initiatives focusing on adolescent
 
12                issues;
 
13      (2)  $1 to implement a portion of the children's health
 
14           insurance program and QUEST programs at school health
 
15           rooms; provided that:
 
16           (A)  The department of human services agrees to work
 
17                collaboratively with the schools; and
 
18           (B)  No funds shall be released unless matched dollar-
 
19                for-dollar with federal, private, or other funds;
 
20           and
 
21      (3)  $1 for community-based primary care clinics to
 
22           establish a portion of their operations at high school
 
23           health rooms.

 1      The sum appropriated shall be expended by the department of
 
 2 education for the purposes of this Act.
 
 3      SECTION 2.  There is appropriated out of the Hawaii tobacco
 
 4 settlement special fund the sum of $1 or so much thereof as may
 
 5 be necessary for fiscal year 2000-2001 for the University of
 
 6 Hawaii's John A. Burns School of Medicine to serve as the area
 
 7 health education center; provided that no funds shall be released
 
 8 unless matched dollar-for-dollar with federal, private, or other
 
 9 funds.  The funds appropriated shall be used to train community-
 
10 based health professionals and conduct research that directly
 
11 benefits the students and residents of the schools and
 
12 communities in which they reside.
 
13      The sum appropriated shall be expended by the university of
 
14 Hawaii for the purposes of this Act.
 
15      SECTION 3.  (a)  A school-by-school plan for implementation
 
16 of the collaborative efforts required by this Act shall be
 
17 developed by the superintendent of education, the directors of
 
18 health and human services, and the dean of the school of
 
19 medicine.  The plan shall be submitted to the legislature, the
 
20 governor, the board of regents, and the board of education no
 
21 later than September 1, 2000.
 
22      (b)  A final plan of the efforts to implement the
 
23 collaborative efforts required by this Act shall be submitted to

 1 the legislature, the governor, the board of regents, and the
 
 2 board of education no later than March 1, 2001.
 
 3      SECTION 4.  This Act shall take effect on July 1, 2000.
