                     A BILL FOR AN ACT

RELATING TO AGRICULTURE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that diseases and pests
 
 2 have had a devastating effect on the papaya industry in the
 
 3 State.  In particular, the papaya ringspot virus has damaged much
 
 4 of the papaya by spoiling the quality of the fruit, producing
 
 5 lumpy, tasteless fruit, and then eventually killing the papaya
 
 6 tree.  There are ongoing efforts to combat this disease and
 
 7 prevent it from spreading.  The legislature believes that ongoing
 
 8 papaya research is necessary to ensure the viability of Hawaii's
 
 9 papaya industry.
 
10      The purpose of this Act is to appropriate funds to support
 
11 the papaya industry in the State.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $1 or so much thereof
 
14 as may be necessary for fiscal year 2000-2001 for the following
 
15 projects:
 
16      (1)  Control of the papaya ringspot virus;
 
17      (2)  Control of the white peach scale and Araphite mite; and
 
18      (3)  Papaya research;
 
19 in the State.

 1      The sum appropriated shall be expended by the department of
 
 2 agriculture for the purposes of this Act.
 
 3      SECTION 3.  This Act shall take effect on July 1, 2000.
