                     A BILL FOR AN ACT

RELATING TO AGRICULTURE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that diseases and pests
 
 2 have had a devastating effect on the papaya industry on the
 
 3 island of Hawaii.  In particular, the papaya ringspot virus has
 
 4 damaged much of the papaya by spoiling the quality of the fruit,
 
 5 producing lumpy, tasteless fruit, and then eventually killing the
 
 6 papaya tree.  There are ongoing efforts to combat this disease
 
 7 and prevent it from spreading.  The legislature believes that
 
 8 ongoing papaya research is necessary to ensure the viability of
 
 9 the papaya industry.
 
10      The purpose of this Act is to appropriate funds to support
 
11 the papaya industry on the island of Hawaii.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $          or so much
 
14 thereof as may be necessary for fiscal year 2000-2001 for the
 
15 following projects:
 
16      (1)  Eradication of the papaya ringspot virus;
 
17      (2)  Eradication of the white peach scale and Araphite mite;
 
18           and
 
19      (3)  Papaya research;
 
20 on the island of Hawaii.

 1      The sum appropriated shall be expended by the department of
 
 2 agriculture for the purposes of this Act.
 
 3      SECTION 3.  This Act shall take effect on July 1, 2000.
