                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE PEER EDUCATION PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The peer education program was established in
 
 2 1988 to address such serious teen health issues as pregnancy,
 
 3 sexually transmitted diseases, substance abuse, violence, and
 
 4 suicide.  The department of health has assumed the lead in the
 
 5 program by establishing broad-based, systemic, adolescent health
 
 6 prevention programs in the State's secondary schools.  The
 
 7 services provided by the peer education program have become an
 
 8 essential component in our public school system, and support the
 
 9 State's adolescent wellness plan, "laulima in action."  In so
 
10 doing, the peer education program attempts to aid teens who are
 
11 at-risk or in crisis, thus diminishing the cost and services
 
12 needed for future adult intervention efforts, and resulting in
 
13 well-adjusted teens who are able to contribute to society.
 
14      The peer education program is implemented in twenty-six
 
15 schools across the State.
 
16      The purpose of this Act is to appropriate funds to maintain
 
17 the operations of peer education programs in the twenty-six
 
18 schools, and to fund the establishment of peer education programs
 
19 in ten additional schools.

 1      SECTION 2.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $1 or so much thereof
 
 3 as may be necessary for fiscal year 2000-2001 for the department
 
 4 of health's peer education program to be expended as follows:
 
 5      (1)  $      for program maintenance and operating expenses
 
 6           of the current twenty-six schools; and
 
 7      (2)  $      to add peer education services to ten new
 
 8           schools.
 
 9      The sum appropriated shall be expended by the department of
 
10 health for the purposes of this Act.
 
11      SECTION 3.  This Act shall take effect on July 1, 2000.
