                     A BILL FOR AN ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR THE
   CONSTRUCTION AND REPAIR OF PLAYGROUND EQUIPMENT THROUGHOUT
   THE STATE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:


 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the sum of $        , or so much
 
 3 thereof as may be necessary, and the same sum, or so much thereof
 
 4 as may be necessary, is appropriated for fiscal years 2000-2001
 
 5 and 2001-2002, for the construction, improvement, and repair of
 
 6 playground equipment on every public elementary and intermediate
 
 7 school throughout the State as follows:
 
 8 
 
 9      Plans
 
10      Design
 
11      Equipment
 
12      Construction
 
13      Total funding
 
14 
 
15      SECTION 2.  The appropriations made for the capital
 
16 improvement projects authorized in this Act shall not lapse at
 
17 the end of the fiscal biennium for which the appropriation is
 
18 made; provided that all appropriations that are unencumbered as

 1 of June 30, 2003, shall lapse as of that date.
 
 2      SECTION 3.  The sum appropriated shall be expended by the
 
 3 department of accounting and general services.
 
 4      SECTION 4.  This Act shall take effect on its approval.
