                   A  BILL  FOR  AN  ACT

RELATING TO CHILDREN AND FAMILIES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 304, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to be appropriately designated and to
 
 3 read as follows:
 
 4      "§304-    Child development.  (a)  The University of Hawaii,
 
 5 with the assistance of the departments of health and education,
 
 6 shall establish standards to measure child development outcomes.
 
 7 The standards shall reflect that a child should:
 
 8      (1)  Thrive physically from birth and have access to good
 
 9           health care;
 
10      (2)  Have a safe home, school, and community environment;
 
11      (3)  Form positive relationships with at least one caring
 
12           adult and supportive friendships with peers;
 
13      (4)  Be prepared for and succeed in school by having
 
14           developmentally nurturing care and early education
 
15           opportunities, meeting age-appropriate knowledge and
 
16           competencies, and graduating from high school;
 
17      (5)  Be culturally aware and appreciate diversity;

 1      (6)  Choose responsible behaviors, including self-respect
 
 2           and respect for others;
 
 3      (7)  Refrain from drug use;
 
 4      (8)  Refrain from sexual activity;
 
 5      (9)  Refrain from illegal activity; and
 
 6     (10)  Develop marketable skills to enable a successful
 
 7           transition to adulthood.
 
 8      (b)  For purposes of subsection (a), the university may
 
 9 request advice from community service organizations or nonprofit
 
10 entities that are engaged in childhood education and development.
 
11      (c)  The university shall publish, or cause to be published
 
12 through a contract, a biennial public report tracking the State's
 
13 children and youth in achieving the child development outcomes
 
14 under subsection (a)."
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $           or so much
 
17 thereof as may be necessary for fiscal year 1999-2000 for the
 
18 University of Hawaii at Manoa to measure child development
 
19 outcomes.
 
20      SECTION 3.  The sum appropriated shall be expended by the
 
21 University of Hawaii for the purposes of this Act.
 
22      SECTION 4.  New statutory material is underscored.
 
23      SECTION 5.  This Act shall take effect upon its approval;
 
24 provided that section 2 shall take effect on July 1, 1999.
