                   A  BILL  FOR  AN  ACT

RELATING TO SOLAR WATER HEATING.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this bill is to reduce the energy
 
 2 demand of new residential development in Hawaii.  This purpose
 
 3 will be met by requiring new single family residential homes to
 
 4 be built with either solar water heaters or heat pumps.
 
 5 Implementing this requirement will reduce the energy cost to the
 
 6 residents of the new home by about 30%.  The State's dependence
 
 7 on fossil fuel and air pollution will also be reduced.
 
 8 Currently, the State supports the installation of solar water
 
 9 heating systems through a system of tax credits.  This bill is
 
10 intended to take effect when the current tax credit system
 
11 expires.  By establishing this requirement well in advance of the
 
12 effective date, the construction industry will be given ample
 
13 notice to prepare for its implementation.
 
14      SECTION 2.  Chapter 196, Hawaii Revised Statutes, is amended
 
15 by adding a new section to be appropriately designated and to
 
16 read as follows:
 
17      "§196-    Water heating systems for new single family
 
18 residential homes.  (a)  A solar water heater or heat pump
 
19 electric water heater shall be installed and used for water

 1 heating for new single family residential dwelling.
 
 2      (b)  An alternative water heating system may be used when
 
 3 both a heat pump electric water heating system and a solar water
 
 4 heating system have a simple payback period greater than ten
 
 5 years when compared to the alternative system.  The simple
 
 6 payback period is equal to the reasonable installed cost for a
 
 7 heat pump electric water heating system or a solar water heating
 
 8 system divided by the annual energy savings for the alternative
 
 9 system."
 
10      SECTION 3.  New statutory material is underscored.
 
11      SECTION 4.  This Act shall take effect July 1, 2003.
