                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE "CONFERENCE IN THE YEAR ZERO"
   (FOLLOW-UP TO THE MILLENNIUM YOUNG PEOPLE'S CONGRESS).



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  "The Conference in the Year Zero" is scheduled
 
 2 to be held in Honolulu in November 2000.  The conference is
 
 3 sponsored by the people of Hawaii in conjunction with Peace Child
 
 4 International, a London-based nonprofit organization that is
 
 5 sponsored by the United Nations.  It is anticipated that one
 
 6 hundred of the world's most active and enthusiastic young people,
 
 7 ages fifteen to twenty-three, from over one hundred countries
 
 8 (most of whom attended the millennium young people's congress),
 
 9 and approximately thirty world leaders and dignitaries will
 
10 attend the conference.  The purpose of the conference is to
 
11 continue the dialogue begun at the "Millennium Young People's
 
12 Congress" held in Honolulu during October 1999 to determine key
 
13 priorities for sustaining and improving life in every nation of
 
14 the world.  The results of the "Millennium Young People's
 
15 Congress" will be presented to world leaders in government,
 
16 business, and the community attending the conference to develop
 
17 plans for implementation that will be presented to the United
 
18 Nations.  A television documentary will be made of the event and
 
19 an action fund established for future projects and conferences to

 1 be held in Hawaii during each of the next ten years to coincide
 
 2 with the United Nation's Decade of the Culture of Peace and
 
 3 Nonviolence.
 
 4      The legislature finds that the conference is important to
 
 5 Hawaii's economic development by attracting national and
 
 6 international visitors to Hawaii, with the possibility of
 
 7 television news coverage and a television documentary.  The
 
 8 legislature further finds that the dignitaries and youth visitors
 
 9 need a place to stay in Honolulu.
 
10      The purpose of this Act is to appropriate funds to the
 
11 office of youth services to ensure the safety and comfort of
 
12 conference participants.  The funds will be used for planning and
 
13 coordinating the stays, transportation to and from the site of
 
14 the conference, and family support expenses such as stipends for
 
15 those families who would like to host delegates but cannot afford
 
16 to.
 
17      SECTION 2.  There is appropriated out of the general
 
18 revenues of the State of Hawaii the sum of $250,000 or so much
 
19 thereof as may be necessary for fiscal year 2000-2001 to assist
 
20 the delegates of the "Conference in the Year Zero," including
 
21 planning, coordination, transportation, and family support
 
22 stipends; provided that no funds shall be made available under
 
23 this Act unless the Hawaii tourism authority provides matching
 
24 funds.

 1      SECTION 3.  The sum appropriated shall be expended by the
 
 2 office of youth services for the purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 2000.
